Summary:

The Project Manager III (PM III) will the support the Bureau of Indian Affairs (BIA) contract, which assists and supports the Secretary of the Interior in fulfilling the United States' trust responsibility to the Federally recognized American Indian and Alaska Native tribes and villages and individual Indian trust beneficiaries, as well as in maintaining the Federal-Tribal government-to-government relationship.


Responsibilities

Essential Job Functions:

  • Will be expected to serve as the primary backup for the Senior Program Manager
  • The ability to develop and use a system to track and maintain all information on taskers, requests for information, projects, and other performance measures associated in the project management cycle from initial tasking to project close out
  • Create and maintain project schedules, tracking progress against milestones and deadlines
  • Coordinate with the internal OTS and external SMEs for all bureaus/offices to stay at the forefront of tracking projects and advise senior management of performance of outputs
  • Conduct a thorough assessment of project requirements and stakeholder needs
  • Facilitate project meetings and regular status meetings with stakeholders
  • Ability to identify risks that could delay project progress and develop risk mitigation strategies as necessary.
  • Prepare project status reports and presentations for executive review
  • Provide guidance on project management best practices and methodologies
  • Collaborate with the project team and coordinate resources to ensure project team members are equipped with the necessary tools and information
  • Support the implementation of project management methods, tools, and technologies
  • Ability to develop tracking and reporting mechanisms to facilitate project management and project tracking.
  • Work with the government personnel to develop and implement a communication system with existing resources in MS Teams, SharePoint and/or Tableau

Qualifications

Necessary Skills and Knowledge:

  • Have an in-depth knowledge of project management
  • The ability to manage projects, to interact effectively with others in a broad range of functional and technical backgrounds and handle pressures in a deadline-driven environment
  • Must be an analytical thinker who can plan and evaluate, identify solutions, and collaborate and communicate with others effectively
  • Ability to communicate and translate technical information to various stakeholders, including non-technical personnel who need to be apprised of technical issues understands the relationship between the preservation and management of historic, cultural and natural resources, and environmental protection.
  • Ability to use a high degree of professional judgement and ingenuity in interpreting guidelines for application in day-to-day issues and analyses.
  • Ability to perform problem-solving of a precedent-setting nature
  • Outstanding communication and technical writing skills are required
  • Highly proficient in using Microsoft Office Tools (Word, Excel, PowerPoint, Teams, SharePoint, and Tableau)

Minimum Qualifications:

  • Bachelor's degree or equivalent experience and at least 8 years of experience needed
  • Experience leading a diverse technical team and maintaining awareness of task completion, delegation, and addressing problem areas as they arise
  • Experience developing and enforcing work standards, providing quality assurance, assignment of schedules
  • Must be able to obtain public trust

Preferred Qualifications:

  • Master's degree in a related field
  • PMP certification
  • BIA experience

The salary range for this position is $85,000.00 - $95,000.00 annually
