Summary:

We are looking for a Subject Matter Expert III to support the Bureau of Indian Affairs (IA) Business Support Services (BSS). This person needs to be an industry expert in a variety of the field's concepts, practices, and procedures. Leads and directs the work of others. Shall report to and under the Contract Project Management. The BIA's Division of Real Estate Services throughout the BIA Regions and Agencies shall aid to deliver customer focused services on trust and restricted fee lands for broadband activities.

Position will be remote, reporting to the headquarters office. In-person attendance may be required for certain technical meetings.


Responsibilities

Essential Job Functions:

  • Collaborate with BIA and the National Telecommunication and Information Administration (NTIA) under the U.S. Department of Commerce's federal program officers and tribal grantees funded through NTIA's Tribal Broadband Connectivity Program (TBCP).
  • Provide a team to support BIA Central Office and Regions in the scope of the contract includes project management support and technical support of BIA's contract management of applications for tribal broadband projects.
  • Priority processing of FAST-41 Projects before all other projects
  • Meet all regulatory requirements including consent requirements, land status, legal description review, encumbrance verification, and verification of National Environmental Policy Act (NEPA) and Section 106 compliance, bonding, and fair market value appraisals.
  • Providing road services and conducting road analyses related to broadband project and activities
  • Architect organizational strategies to ensure all creative work is focused on achieving client objectives.
  • Leads team members in defining project objectives, scope, and deliverables; assesses resource needs.

Qualifications

Necessary Skills and Knowledge:

  • Shall have in depth knowledge of wide range of real estate principles concepts, and practices to review/validate GS-12 work plus project management experience.
  • Ability in reviewing environmental impact reports related to tribal broadband projects and be able to work collaboratively with the Division of Environmental Services and Cultural Resources Management (DESCRM) within the Office of Trust Services.
  • Documented knowledge of BIA's regulations, policies and procedures and reviewing contract management transactions related to tribal broadband projects.
  • Ability to coordinate and manage the preparation of analysis, evaluations, and recommendations for proper implementation of programs and systems specifications in the areas of risks management; life- life cycle management; policy development, methodologies, and modeling in the functional areas being addressed.
  • Strong analytical and problem-solving skills.
  • Excellent written and verbal communication skills.
  • Proficient in project management methodologies and tools.
  • Strong organizational skills and attention to detail.

Minimum Qualifications:

  • Bachelor's Degree or equivalent experience.
  • Minimum ten (10) years of experience in related industry and functional area.
  • Experience and ability to analyze complex requirements and recommend development of strategies.
  • Experience and ability to assist in developing strategic plans and concepts.
  • Demonstrated experience and ability to assist in developing strategic plans and concepts.
  • Ability to travel as required.
  • Ability to successfully pass an employment background check.
  • Verification of valid Driver's License.

Preferred Qualifications:

  • Master's degree in a related field.
  • BIA Realty experience preferred.

The salary range for this position is $65,000 to $95,000 per year.
