Position Purpose: Lead the development of technical scope of work and independently develop cost estimates and resource requirements for Engineer Procure and Construction Substation projects.

Essential Responsibilities



  • Assist with the request for proposal preparation and evaluations, project specifications, and pricing schedules.
  • Prepare pre-approval project estimates based on limited information and general scopes of work, often lacking specific precedence.
  • Develop detailed post-approval project estimates based on company standards and site-specific facility drawings.
  • Assist with the assembly of the project proposal to include supporting documents, bid forms, project schedules and review of the final proposal before submittal.
  • Schedule and hold comprehensive bid reviews with upper management, project managers and field personal to cover scope, review costs, subcontractors, and Risk due to lack of information in certain areas.
  • Provide expert judgment of costs to support competitive bid and negotiated contracts, assist with technical requirements in contract negotiations as needed.
  • Assist with the development of standardized historical cost databases and application tools to aid future estimates.
  • Provide oversight, coordination, management support and technical expertise for all aspects of electrical construction projects in the utility market.
  • Review scope, specifications, and drawings to determine subcontractors needed. Develop request for quotes documents and evaluate subcontractor quotes for scope gap and possible follow up requests.
  • Interface with other estimators in Transmission line, excavating, foundations and material procurement to review scope and develop a division of responsibility to avoid scope gaps or doubling of effort.
  • Analyze time, equipment, tooling, material, and manpower requirements for each project.
  • Interface with customers, vendors, and subcontractors to determine the cost of the project.
  • Visit customer field locations as required to ascertain project conditions.
  • Attend pre and post bid meetings as required and be able to effectively present information to clients to sell our projects.
  • Select pool of potential subcontractors and equipment vendors to solicit their proposals.
  • Analyze special safety and code requirements on all projects.
  • Work as part of an integrated Operations and Estimating team in acquiring projects.
  • Review Engineering design guides, construction specifications, to assure project meets specifications.
  • Determine equipment and material sizing and ampacity based on One-line information provided.
  • Assist EPC project manager to Develop Engineering Deliverables and information needed from Engineers to complete project.
  • Assist in developing a comprehensive schedule including Engineering, long lead material items, construction schedule and deadlines.

  • Knowledge of Microsoft Office and proficient in the use of Excel
  • Knowledge of estimating software programs
  • Knowledge of Utility, Solar, Wind, Battery storage a plus.

Qualifications



  • BS/BA in Engineering, an associate degree in an electrical field of work. Construction Management, or equivalent experience (Preferred).
  • 3-5 years of estimating, project management and craft supervision experience in the electrical construction / utility industry (Preferred).
  • MJE is wiling to train a candidate to estimate that has the appropriate previous experience in the electrical utility or past technical training/ education in the electrical construction industry.


Work Environment



  • Must be willing to be temporarily assigned to a remote construction project for 3 to 4 months to obtain some field experience. Time spent on a construction site will vary based on the candidate's former electrical field experience.
  • Must be able to remain in a stationary position over 50% of the time.
  • Continuously operates a computer and other office productivity machinery, such as a calculator, copy machine, scanner, and computer printer.
  • The person in this position frequently communicates with employees and coworkers and must be able to exchange accurate information in these situations.
  • Occasionally lifting up to 20 pounds
