PRIMARY FUNCTION

Our Federal |Transportation team is looking to add an experienced team member to act as our Operations Leader. The candidate should have broad expertise, and be enthused about joining HED's shared commitment to Advancing Your World through Critical Thinking, Integrated Practice, and Design Excellence. At HED we look to Sector Operations Leaders to lead and direct overall project management and operations activities for the sector nationwide. The role supports the business leader and sector leaders in the management of operational processes with a focus on improving overall project performance for the sector.

In coordination with the business leader, review and approve proposals with respect to fee, scope, risk and resource management. In coordination with the business leader, serve as an interface between corporate operations and finance relative to project financial report. The Operations Leader also engages with peers firm wide to coordinate staff assignments.

TYPICAL DUTIES

  • Assist project managers with up-front planning aimed at providing quality documents within established hour budgets and support them to meet performance objectives.
  • Assist with the recruitment and development of highly qualified project managers with relevant sector expertise.
  • Conduct performance and feedback reviews with project managers assigned to the sector. Provide input for performance and feedback reviews for project managers assigned to the sector.
  • Provide input for year-end salary and promotion recommendations for project managers assigned to the sector.
  • Ensure that project managers are following the HED design process with completion of the appropriate quality review milestones
  • Work with project managers and project teams to advance client objectives and to support HED core principals.
  • Support evaluation of professional service consultants with sector and project leadership to establish a comprehensive resource for consulting services.
  • Assist project leadership with the review of prime and consultant agreements to mitigate risk. Coordinate review by corporate leader counsel, as required.
  • Monitor financial performance of the sector projects. Provide guidance to project managers when project financial goals are not being obtained
  • Aid corporate finance on current project financial performance for use in establishing monthly financial statements and year-end financial projections.
  • Assist project leadership with the development of fees and proposals with analysis of scope and service definition, availability of appropriate resources and management of risk.
  • Evaluate sector workload, staff assignments, project planning and quality assurance. Identify and coordinate with business leader and other operations leaders for sharing of project workload and staffing resources across sectors.
  • Work with other operations leaders and operations practice discipline leader to improve project management workflows, policies, and procedures to increase efficiencies and project performance.
  • Coordinate and lead weekly sector staffing and operations meetings.
  • Lead and monitor the day-to-day operational activities of the sector, and provide guidance on issues related to standards, policies, and procedures.
  • Utilize weekly operations meetings to discuss current issues and provide direction and support on sector and project related activities.
  • Responsible, in partnership with the business leader, as the sector representative for jobsite and client related emergencies.
  • Review and monitor with business leader, human resources and legal services risk management issues.
  • Represent the company in the professional community.
  • Function as project manager or principal-in-charge/project director for certain assigned clients.
  • Perform other duties as delegated by the business leader and corporate operations.

QUALIFICATIONS

  • Bachelor's Degree in Architecture, Engineering or related project management field required. Specific experience in lieu of a degree will be considered.
  • Professional Licensure required.
  • LEED Accreditation a plus.
  • Minimum fifteen years' professional experience in the A/E industry.
  • Highly experienced in operational management.
  • Experience in project financial and risk management.
  • Extensive knowledge of all aspects of professional services from business development through project close-out, including design and technical expertise.
  • A comprehensive understanding of the coordination aspects and related requirements of all design disciplines
  • Strong business acumen, including demonstrated understanding of risk management, business development, contract negotiations, operations, and business planning.
  • Excellent writing, communication, and organizational skills.
  • Ability to work well with others under deadline situations.
  • Meticulous, initiative-taking, enthusiastic and flexible.
  • Ability to lead, influence and persuade with prudence, assertiveness, and integrity.
  • Ability to interact appropriately in various business and social settings with all types of people
  • Experience with General Services Administration, Department of Energy, NAVFAC or other Federal Government entities projects preferred.
  • Familiarity with FAR and other overreaching government regulations.
  • Have the ability to work on US Government projects.
  • Current or Prior security clearance a plus.

PHYSICAL REQUIREMENTS

  • Capable of traveling to and from project sites, both locally and across the US and potentially outside of the US; attending client, project, and construction meetings.
  • Ability to access existing and new project sites for observation, investigation, and evaluation purposes.
  • Ability to use office equipment for communication and documentation purposes.

Visual acuity to perform responsibilities.
