Job Summary

Assists the Director of Research Administration and the Director of Budget with financial administration, management, federal cost principles compliance, generally accepted accounting principles and audit compliance, and stewardship of the College's research portfolio including, but not limited to research awards, research foundation funds and all research derived funds. Provides compliance and oversight by monitoring budgets and spending, approves expenditures and provides ethical management of funds.

  • Provides financial oversight for College Research funds. Serves as liaison with internal and external entities for research related reporting. Develops and communicates College research business procedural manual. Provides and ongoing research budget updates to Dean, Associate Deans, Chairs and Director. Manages multiple fiscal and accounting functions within research administration and recommends procedures to effectively administer post award and ensure compliance with internal control procedures, accounting best practices and research guidelines. Monitors and tracks sponsored project and research derivative budgets and variance, cost-sharing (salary cap, voluntary and involuntary), subcontracts, consultants, clears budget exceptions, and prepares relevant budget modifications. Monitors expenditures and reviews expenditure pattern for accelerated or delayed expenditures. Forecasts expenditures for sponsored and research derivative fund and meets regularly with Principal Investigators for fiscal guidance. Reviews the monthly reconciliation and financial transactions of research related funds (external award, Facilities and Administrative, Miscellaneous, Research Salary Savings, and Research Residual Funds) to ensure accuracy and compliance and addresses notes issues accordingly.
  • Assists PI's on budget development for award actions, interpretation of Notice of Awards for fiscal terms and conditions such a, but not limited to staffing on projects/personnel costs, purchases of equipment, salary cap and cost share, subcontracts and consulting. Agreements (domestic vs foreign), vendor set up for professional fees, pre-award requests and other such items, reviews FIU policies and procedures with PI's.
  • Reviews award letters for compliance terms and conditions. Assists with administrative functions related to the contract terms and conditions such as, but not limited to IRB, IACUC, IBC, budget restrictions, sponsor requirements, carryover restrictions and F&A implications. Reconciles initial budget input by Division of Research and reviews such budget with the Award's Principal Investigator (PI).
  • Monitors and manages effort allocations and cost-sharing on grants. Works with PI's to assure proper effort is applied to faculty contracts during calendar, academic and summer terms. Projects and calculates actual research salary savings by maintaining matrix of effort by grant and personnel. Facilitates hires and terminations on research. Works with confidential personnel and financial data.
  • Reviews and approves for fiscal and research compliance all research related transactions, but not limited to, purchasing, subcontracts and consulting agreements, professional fees quotes and invoices. Travel, student tuition, student stipends, personnel hiring, employee reimbursements, oversees reimbursements, participant incentive requests and related payments & reimbursement. Works with purchasing and travel departments to expedite tasks related to research. Provides resolution for budget exceptions.
  • Works with Division of Research post award to close out expired grants, grant transfers, award continuations, no-cost extensions, financial closing/transfer of charges, completes and submits to DoR Post-Award Representative final cost share documentation and the Federal Financial report of expenditures. Serves as a liaison for audit requirements and/or requests.
  • Collaborates with the Division of Research post award to initiate documents for new award set up, award continuations, close out expired grants, grant transfers for new faculty and faculty separations, no-cost extensions, financial closing/transfer of charges, completes and submits all documents and forms to ORED Post Award Representative and Controllers Offices as necessary. Serves as Post Award fiscal record keeping, including PI progress/final Federal Financial Report of expenditures with projections. Serves as a liaison for document requests pertaining to research audits.
  • Assist the Director of Research Administration and Division of Research on resolving issues encountered in research labs and other physical research space.
  • Manages multiple fiscal and accounting functions. Interprets fiscal and accounting administrative rules and policies. Assists in the design and anticipates new internal forms to facilitate and improve operations and streamline required approvals and procedures to effectively administer programs and ensures compliance with internal control procedures and accounting best practices.
  • Assists Director of Research Administration in preparing Research Metrics for ASPPH Reporting . Assists Director of Research Administration with monthly Research College Reports, Annual Kick-off Reports, and Annual Performance Metrics Collaborates with Units across the university in maintaining joint research awards Mentors and trains new hires on research best practices and daily research activities.
Minimum Qualifications

Bachelor's degree and six (6) years of grant or contract administration experience OR Certified Research Administrator (CRA) and six (6) years of grant or contract administration experience OR equivalent combination of education and ten (10) years of grant or contract administration experience; OR an equivalent combination of relevant education and/or experience.
