The payroll department supports biweekly payrolls for over 10,000 employees at Baltimore City Public Schools, on-demand pay runs, calendar and fiscal year end processes, quarterly tax updates, special projects, supporting workforce, and pay-related rules in the school systems with six union contracts. The Payroll Functional Systems Analyst position is ideal for someone who enjoys learning new things, working with new systems, as well as working with numbers, data, and Excel. This candidate will work closely with the payroll team to implement a new HRMS\Payroll System.
Essential Functions
- Facilitates the accurate and timely processing of bi-weekly payroll in Oracle for approximately 10,000 employees.
- Works with the payroll team, to audit ten- and twelve-month, summer bi-weekly payrolls with full-time and part-time regular, temporary, and substitute employee payroll processes.
- Redesign current business processes, assisting with system and parallel testing.
- Coordinate with payroll team to ensure all maintenance is processed in timely manner. Assist with Internal and External Business Partners to assess new functional system enhancements, system updates and integrations.
- Assist with year-end testing to ensure a smooth year-end to provide accurate W2's
- Collaborate with multiple business teams within the organization like HCM, Benefits and Accounting.
- Participate in payroll projects and opportunities as assigned
- Works closely with Payroll team to provide excellent customer service and back up for payroll processes, as necessary.
- Works closely with internal staff and vendors to ensure HR, Benefits and Payroll changes are processed, accurate funding occurs for all accounts, tax remittance, GL costing and balancing, month-end close and reporting is completed in a timely manner.
- Oversees the creation of new system documentation for departmental business processes and tasks.

Desired Qualifications
- Bachelor's degree or Associate degree with the equivalent work experience. Degree must be from an accredited college or university.
- Must have five plus years of payroll experience (CPP strongly preferred) with a focus on timekeeping and attendance.
- Excellent verbal and written communication skills.
- Highly proficient in Microsoft suite of products especially Excel and PowerPoint.
- Experience in Oracle databases or other ERP or eCommerce applications and systems.
- Comprehensive understanding of payroll administration processes and familiarity with enabling HRIS technology; specific Oracle or UKG experience desired.
- Ability to oversee confidential information in a professional manner and with discretion.
- Experience with federal, state, local statutory requirements.
- Knowledge and general understanding of payroll requirements and processes.
- Possess ability to thrive in a changing environment, completing or overseeing day-to-day tasks as well as working on new projects.
- Customer service-oriented mentality.
- Initiative-taking approach to developing solutions and creative problem-solving and operating with a sense of urgency.
