The Researcher Engagement and General Collections Division (REGC) in GICD is offering an opportunity for a qualified individual at the GS-15 level to serve on a full-time, 120-day temporary promotion to the SL position, OR a qualified individual at the SL (no promotion) to serve on a detail as the Chief of the REGC Division. Applicant must have one year time-in-grade at the GS-15 level to be eligible for the temporary promotion at the SL level.

The position serves as the Chief of REGC, and is responsible for the preservation, security, and service of those collections in the Division's custody. The Library has initiated an important and exciting reorganization to establish the new Researcher Engagement and General Collections Division, which has been effective since October 1, 2023. The reorganization establishes a greater focus on:

  • Building the general collections of the de facto national library, providing responsible stewardship of our existing collection of 25 million books, and ensuring a diverse and inclusive record for future generations.
  • Improving the research experience, ensuring excellence in customer service, support, and instruction, onsite and virtually, as we strive for continuous improvement and greatest impact.
  • Increasing the intentionality and effectiveness of library outreach and engagement with a large and diverse array of users and communities across the country and globally
  • Increasing discovery, access, and service of the collections to Library users, through traditional and evolving means.

The role of Chief of REGC is a significant leadership and career development opportunity, calling for the successful applicant to work with the Director of the General and International Collections Directorate to continue implementation of the reorganization, to lead an experienced and committed management team and help ensure continuity of programs and operations, and to oversee and support a talented and diverse workforce as they serve the needs of Congress and the public on a day-to-day basis.

Responsibilities

  • Plans and directs programs and operations managed through the division
  • Manages supervisors and staff, GS-15 and below
  • Exercises overall responsibility, as well as delegated authority, for oversight and administration of broad, emerging, and/or critical Library of Congress programs or operations
  • Ensures onsite researcher support will be provided at all hours the Library is open in the Main Reading Room in the Jefferson building and the Science and Business Reading Room in the Adams building
  • Ensures subject level recommending officer coverage, and the appropriate use of acquisition funds for the acquisition of important collections, ensuring the Library's collections are responsive to the needs of researchers and benefitting the national library and its mission
  • Ensures the provision of inter-library loan, Congressional loan, Reader Registration, and other means of providing access to the collections
  • Ensures the timely and effective service of the collections to Library users, including all general collections and scientific and technical reports under the division's custodianship
  • Recommends policy related to the acquisition of collections
  • Leads and guides groups engaged in identifying, analyzing, and delineating factors impacting Library collections and providing library services within the framework of the Library's mission and strategic plan
  • Leads a robust assessment program that enables continuous improvements in the provision of services

Work Schedule: The work schedule is flextime, Monday thru Friday, 40 hours per week and eligible for telework.
