Responsibilities

Keysight is looking to hire a motivated candidate to join our EDA Business Development team. The Aerospace and Defense Program Manager will play a pivotal role in managing contracts with the U.S. Government and prime contractors, working closely with Keysight's Business Development, Sales, Legal, Finance, and multiple Keysight Business Units. The candidate will collaborate with internal technical teams, account teams, partners, and external customers, including U.S. federal government agencies and contractors, to ensure successful program execution. This position involves guiding key compliance processes using the PMP model in government contract tendering, including RFQ, negotiation, and contract execution while managing program staff and ensuring projects are completed on time and within budget.

Responsibilities:

The Business Development Executive will report to the Software Business Development Director and will have the following roles and responsibilities:

  • Bid Preparation: Lead RFQ/RFP/BAA responses for U.S. Government contracts, ensuring compliance with all requirements.
  • Statement of Work (SoW) Development: Lead the preparation of detailed SOW documents to align with RFP/RFQ/BAA specifications.
  • Cross-Functional Leadership: Lead cross-functional teams, including internal Keysight teams, external contractors, and third parties, if necessary, to ensure the successful execution, monitoring, and control of all deliverables, achieving customer satisfaction.
  • Account Coordination: Facilitate coordination between key customer accounts and Keysight's EDA tool, Service, and solution Engineering teams.
  • Program Management: Coordinate and drive multiple projects to completion according to the overall program schedule, reporting status and metrics to customers, Keysight management, and other stakeholders.
  • Issue Resolution: Proactively identify, mitigate, and resolve program- and project-related issues.
  • Resource Management: Manage and prioritize resources across teams to achieve customer account objectives.
  • Program Change Order Management: Look for and carefully manage changes to the program scope or deliverables to keep expectations in line with outcomes.
  • Team Collaboration: Foster a collaborative, trustworthy, and accountable environment for teams supporting customer accounts.
  • Compliance Support: Ensure compliance with data security requirements in U.S. Government contracts by coordinating across Keysight's Account and Technical teams.
  • Management Feedback: Advise Keysight EDA Management on potential contract maintenance, operational, and financial issues related to Government RFPs and Terms and Conditions.
  • Internal Networking: Build strong internal relationships with key solutions and technical leads within Keysight.
  • Product and Process Knowledge: Maintain broad knowledge of Keysight Company EDA organization, and EDA products, services, and processes.

Qualifications

Basic Qualifications:

  • Education: Master's degree or higher in Electrical or Computer Engineering with 7-10 years of relevant experience. MBA is preferred.
  • Background: EDA, or PM in U.S. Government Primes, and project management certification is a required.
  • Program Management: Demonstrated ability to manage multiple complex projects with effective communication, assessment, and analytical skills. Strong organizational and time management skills.
  • Government Relations and Networking: Knowledge of government funding processes and ability to navigate the landscape of grants and awards. Strong networking skills to connect with key stakeholders in the government. Acts as the Contracting Officer (CO) for U.S. government programs. Extensive knowledge and experience with all phases of Government contract negotiation and management.
  • Proposal Writing and Presentation Skills: Competence in crafting compelling proposals that integrate technical solutions and the ability to present these effectively to prime contractors and other decision-makers.
  • Cross-Functional Coordination: Strong program management skills to coordinate with internal teams, ensuring technical and commercial requirements are met. Leadership skills to guide and align various departmental efforts.
  • Technical Acumen: While not necessarily deeply technical, understanding Keysight EDA software applications and being able to converse with both technical and non-technical stakeholders is important. Highly sought after: Proven experience in driving EDA product engagements, particularly involving customer requests for RFuW, High Speed Digital, System, Data Management, and IP (Intellectual Property) management, etc.
  • Analytical Thinking: Ability to analyze complex data sets and extract meaningful insights that can drive business decisions.
  • Communication: Excellent verbal and written communication skills to articulate strategy, interact with customers, and collaborate with internal teams.
  • Negotiation Skills: Proficient in negotiation to secure favorable terms in contracts and partnerships.
  • Adaptability and Agility: Capability to adapt strategies based on changing market conditions and new business intelligence.
