PATH seeks a Project Director/Chief of Party for the global USAID-funded Integrating HIV Services into Primary Health Care (INTEGRATE) Project. The purpose of INTEGRATE is to contribute to sustaining the gains in the HIV response and enable pandemic preparedness and resilience in the face of other health threats by integrating current HIV systems for prevention, care, and treatment services into existing country health systems and primary health care platforms, in alignment with country priorities. The Project Director/Chief of Party is considered keypersonnel and must meet or exceed the required qualifications listed below. This position will beresponsible for reporting to and meeting with the USAID designated Agreement Officer (AO/CO) and Agreement Officer's Representative (AOR), as well as provide vision, direction, leadership, and management to the award. Responsibilities
- Provides multi-country leadership and strategic direction to ensure programmatic, financial, and administrative integrity for the project, and ensure full alignment with national and international standards and PEPFAR and USAID requirements; is accountable for achieving the project's goals, objectives, and targets, and responsible.
- Provides overall technical vision and leadership for the development the project strategic approach, theory of change, and monitoring, evaluation and learning (MEL) plan, in close collaboration with USAID Bureau of Global Health, USAID Missions, national ministries of health, and other stakeholders to ensure maximal impact of the award.
- Builds and maintains excellent relationships with USAID Bureau of Health, USAID Missions, ministries of health and other government stakeholders, community-based organizations and other relevant actors.
- Serves as the project representative with USAID; liaising with the AOR and other USAID personnel to align on strategy, implementation, M&E and learning.
- Leads an inclusive annual work planning process, adhering to USAID requirements and timelines. Guides and monitors implementation of activities within the work plan, ensuring that activities are performed to a high professional standard, effectively implemented, and fulfill USAID and PATH requirements.
- Assures accountability for, quality of and time responsiveness of all country buy-ins.
- Applies continuous quality improvement approaches to ensure rapid identification and response to quality issues. Guides the learning agenda for the project, use lessons learned to modify project approaches and strategies, and disseminate findings.
- Ensure timely and complete submission of all performance reports and responses to USAID requests for performance, success stories, and financial information.
- Ensure compliance with all PEPFAR, USAID, PATH, and project-specific rules and regulations.
- Liaise with related PEPFAR and USAID projects for optimal alignment of work plans and approaches.
- Liaise across the PATH PHC portfolio to ensure efficiencies in implementing USAID INTEGRATE project.
Required qualifications and experience
- Master's degree or higher in medicine, public health, social sciences, development, or related field.
- At least 10 years ofexperience managing international health projects (as project director/COP, DCOP or senior-level management), preferably USAID- and/or PEPFAR-funded projects with a focus on HIV services and systems, health systems strengthening, and/or primary health care
- Established technical leadership in HIV programming, health systems strengthening and/or primary health care; combination of technical leadership across all three preferred.
- Track record of respectful and high impact collaboration with ministries of health and other government, civil society stakeholders and private sector in low- and middle-income countries.
- Substantial demonstrated experience with PEPFAR and USAID's country operational planning (COP) process, compliance, M&E, CLA and reporting.
- Past work focused on design, implementation and/or measurement of integration of services and/or systems in LMICs.
- Extensive experience in implementing, designing and/or evaluating PEPFAR programs in low- and middle-income countries.
- Excellent management, leadership, mentorship, decision making, collaboration and interpersonal skills.
- Superior communication, diplomacy and negotiation skills with proven ability to work effectively with seniorhost country government personnel, USAID Bureau of Health Systems, USAID missions, civil society, NGO partners, and private sector.
- Demonstrated ability to successfully lead a geographically dispersed team.
- Full professional proficiency in English, with excellent oral and written communications skills required.
- Ability to interact professionally in French and/or Portuguese an advantage.
- Available to travel nationally and internationally up to 30%.
