SUMMARY: The Senior Business Analyst (Acquisition Systems) will support the Defense Health Agency (DHA). DHA is responsible for the effective execution and operation of the Department of Defense (DoD) medical mission, which is to provide medical services and support to specified categories of individuals entitled to DoD medical care.

Contract Systems Support: Contractor shall provide policy support as follows, but no limited to:
- Identify contract actions that require the use of the Government-wide Integrated Award Environment (IAE) systems, review for errors, and track error corrections by the contracting offices.
- Develop and analyze AD Hoc reports and Standard reports in the IAE systems, and the PIEE Procurement Business Intelligence Service (PBIS) and Data Lake.
- Track and review PDS errors from OUSD A&S, Office of Defense Pricing and Contracting (DPC) Error Reports, and issue errors to the contracting offices, and track the corrections to the errors by the Contracting Divisions and train on corrections for the errors).
- Review contract actions in EDA and PD2 for contracts that did not transmit and for use in all data quality reviews.
- Generate reports from FPDS and other data bases that contain large volumes of data, analyze trends, and produce a report.
- Assist with creating Standard Operating Procedures as needed and incorporate flowcharts, processes, steps, and other content that show how to implement a process that could have a yes or no outcome. Collect information, analyze the data from the information collected, and come up with a solution to a problem.
- Use SharePoint to upload documentation, operate One Note, work assigned help tickets and update lists.
- Assist in monitoring the Help Ticket System, assist with assigning tickets and address user system issues.
- Assist in managing and maintaining the RMIC for the Acquisition Systems Division.
- Write and post articles for the Systems Support News Alerts.
- Attend weekly, monthly, and quarterly DPC and system meetings and consolidate notes from the meetings.
- Prepare training documents and/or presentations.
- Train users on system use and policy.
- Assist with processing systems access request forms.
- Maintain proper records management.
- Maintain listings of solicitations and Award Notices on Site Core.
- Assist with data quality review for: EDA/PDS, FPDS, eSRS, FSRS, FBO, FAPIIS, CBAR, Contract-Close-out, GFEBS IDOC Errors and CPARS.
- Assist in DODAAC registrations and annual reviews.
- Assist with the Systems Support transition and communication plan for DHA MTF.
- Review contracts for errors.
- Supports testing, verification validation, and management of all contract data in PIEE and associated modules.
NON-ESSENTIAL DUTIES: Perform other duties as assigned
EDUCATION AND EXPERIENCE:
Requirements:
- Requires a bachelor's degree in Computer Science, Information Systems, Business. One year of related work experience may be substituted for each year of required education.
- Minimum 10 years experience - Exceptional knowledge or understanding of the procurement business process.
- Minimum 5 years experience - Extensive knowledge or understanding within the DoD procurement systems and performing process improvement, business analytics, gap analysis, corrective actions, standard operation procedures (SOP) development, and/or Policy development, Project Management, Estimation, and Planning.
- Minimum 3 years experience - Knowledge or understanding of IT systems functional analysis, requirements design, test development, and test execution.
- Demonstrated knowledge or understanding with the software development lifecycle.
- Strong written and oral communication skills.
- Experience in working both independently and with a team to solve problems.
- Self-starter with initiative and aptitude to quickly learn and put new skills to use.
- Experience working in one-on-one, small group, and large group settings to facilitate and support the contract requirements.
- Minimum 3 years experience - Knowledge or understanding in preparing and presenting systems training to users.
- Must be able to effectively communicate with others verbally and in writing.
COMPUTER SKILLS:
- Skill in operating a personal computer and standard office equipment
- Proficient in Microsoft suite of applications including Word, Excel, PowerPoint, Outlook, and Project as well as with Adobe Acrobat
CERTIFICATES, LICENSES, REGISTRATIONS, CLEARANCE:
- Must be eligible to obtain and maintain a DoD Secret security clearance if required by contract
PHYSICAL DEMANDS:
- Must be able to sit at a workstation for extended periods; use hand(s) to handle or feel objects, tools, or controls; reach with hands and arms; talk and hear.
- Most positions require ability to work on desktop or laptop computer for extended periods of time reading, reviewing/analyzing information, and providing recommendations, summaries and/or reports in written format.
- May be required to occasionally lift and/or move moderate amounts of weight, typically less than 15 pounds.
