LOCATION: San Antonio, TX (Quality Management Office - HCA function)

SUMMARY: The Procurement Analyst will support the Defense Health Agency (DHA). DHA is responsible for the effective execution and operation of the Department of Defense (DoD) medical mission, which is to provide medical services and support to specified categories of individuals entitled to DoD medical care.

ESSENTIAL DUTIES AND RESPONSIBILITIES: Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions of this position.

Contractor shall provide policy support as follows, but no limited to:

  • Utilize knowledge of and experience in procurement principles, laws, regulations, and practices, decisions of the Comptroller General, Armed Services Board of Contract Appeals, Court of Federal Claims plus other applicable Federal Courts, and OMB Circulars to research and compile information for use in assisting in determining the adequacy of acquisition procedures in support of DHACA Procurement Policy team.
  • Formulate planning alternatives for implementation of changes in law, regulation and policy directives of higher authority and identifying recommended changes.
  • Perform analysis and evaluation of contracts, contracting actions, and supporting documentation for the purpose of initiating and developing contracting policies, procedures, and guidance material; and provide technical advice and recommendations to management officials, contracting officers, and other contract and technical support personnel.
  • Provide administrative support including typing, filing, report distribution, data entry, and preparation of presentations, meeting scheduling and other administrative duties as assigned.
  • Maintain suspense lists for contract administration activities, coordinate funding, acceptance, and payment actions with other organizations, and perform other contract administration support functions as needed.

EDUCATION AND EXPERIENCE:

Requirements:

  • A Bachelor's Degree with a major in any of the following fields is required: Accounting, Business, Finance, Law, Contracts, Purchasing, Economics, Industrial Management, Marketing, Quantitative Methods, or Organization
  • Minimum 5 years experience - Extensive knowledge or understanding of direct Federal procurement experience in a GS-1102 series (or equivalent) capacity with knowledge or understanding of direct Department of Defense (DoD) procurement policy and acquisition management to include regulations, laws, policies and directives.
  • Minimum 3 years experience - Knowledge or understanding of the methods of fact-finding, analysis, and resolution of complex problems, and the ability to assist in development of concrete action plans to solve problems.
  • Demonstrated ability to provide expert technical advice, staff coordination and consultation to foster formulating guidelines, implementing new developments, and providing expert interpretation.
  • Demonstrated excellent oral and written communication skills sufficient to compose and deliver responses to customers' complex questions in a clear and concise manner.
  • Ability to communicate procedures and processes to management, co-workers, customers, and stakeholders and provide guidance on pertinent changes to business functions and operations.
  • Ability to plan and organize to systematically coordinate, track, and complete workflow in accordance with the unique procedures and guidelines of Procurement Management Program.
  • Ability to prepare, track, monitor and analyze contract data and provide information in a clear concise report, as required by the procurement directive (PD).
  • Ability to run reports, analyze, and collect data for quarterly, monthly, and annual reviews.
  • Must be able to effectively communicate with others verbally and in writing.


COMPUTER SKILLS:

  • Skill in operating a personal computer and standard office equipment
  • Proficient in MS Office Products, MS Project, and Adobe Acrobat


CERTIFICATES, LICENSES, REGISTRATIONS, CLEARANCE:

  • Must be eligible to obtain and maintain a DoD Secret security clearance if required by contract


PHYSICAL DEMANDS:

  • Must be able to sit at a workstation for extended periods; use hand(s) to handle or feel objects, tools, or controls; reach with hands and arms; talk and hear.
  • Most positions require ability to work on desktop or laptop computer for extended periods of time reading, reviewing/analyzing information, and providing recommendations, summaries and/or reports in written format.
  • May be required to occasionally lift and/or move moderate amounts of weight, typically less than 15 pounds.
