Compensation shall be in accordance with the Appendix for that classification and the following terms:

Maintenance Worker IIIs (MWIII) continue to step-progression while in the Program.

Upon successful completion of all three segments of the Program, (a) required coursework, (b) 1,000 hours of OJT, and (c) successful completion of each evaluation during OJT, the employee's new classification, pay and job description will be EDS commencing the next pay period after submission of all documentation of completion.

Employee will serve a probationary period of ninety (90) days from date of appointment as an EDS.

Full-Time Employees in the Transit Vehicle Electronic Technician classification

Current Assignment
This posting is to select two (2) Transit Vehicle Electronic Technician (TVET) for the TVET to Employee Development Specialist (EDS) Upgrade Program in Rolling Stock & Shops.

The District is creating a training program providing selected Rolling Stock & Shops TVETs the opportunity to train for and promote to the position of Employee Development Specialist. The training program (Upgrade Program) as described herein defines the pathway for Rolling Stock & Shops TVETs to become an EDS and includes education and "on-the-job" (OJT) training to enable the participant to learn and understand the job requirements.

Program Eligibility

Interested employees in the Rolling Sock & Shops Transit Vehicle Electronic Technician (TVET) classification who meet the following eligibility requirements will be allowed to compete in the selection process. To be eligible, the employee must:

  • Be currently employed full time in the classification of Rolling Sock & Shops Transit Vehicle Electronic Technician (TVET) at the time of the posting for the Upgrade Program.
  • Have worked no less than 3,120 hours as a Rolling Sock & Shops TVET classification by the date of the posting for the Upgrade Program.
  • Be in paid and active status at the date the Upgrade Program is posted. Employees on full-time disability or workers' compensation will not be eligible to participate in the Upgrade Program.
  • Have no disciplinary action related to attendance or suspension of any kind in employee's official personnel file for twelve (12) months prior to the posting for the Upgrade Program.
TRAINING

Formal Education
Candidates selected for this Upgrade Program will be required to obtain a "C" or better in any graded course on a list provided by Rolling Stock & Shops. If an employee entering the Upgrade Program has taken a class on the list, that specific course must be on Rolling Stock & Shop's approved list to be credited towards the education requirement. If the course is not on the list, then it must either be approved by the Committee or the employee will be required to obtain an acceptable grade in a course on Rolling Stock & Shop's approved list.
The employee will be required to provide proof of successful completion of required coursework to enter OJT. It is expected that formal classroom training will be completed within the educational program's time allotment, unless the Committee agrees to an extension, based on information provided by the employee justifying the request. An employee who does not complete his/her coursework within two years will be disqualified from continuing in the Upgrade Program.

While in the Upgrade Program, the District will pay the registration fees for coursework required for the Upgrade Program. When possible, advanced payment will be made directly to the educational institution. Advance payments for tuition shall be provided to the employee in accordance with the provisions of Section 3.5 of the Agreement between the District and SEIU.

On-the-Job Training (OJT)
Employees selected for the Upgrade Program must also successfully complete OJT training. OJT will be offered to the Upgrade Program participant after he/she has successfully completed the classes required for the EDS program and must commence immediately after the program requirements are obtained. The employee must successfully complete 1,000 hours of OJT within nine (9) months. Successful completion of OJT hours shall be determined by the Superintendent/Manager or designee and validated by the Committee. Once OJT starts it shall be performed on a full-time basis.

The employee must complete the entire Upgrade Program including OJT within three (3) years of the first day of class.

Other eligibility requirements
  • Must meet the physical requirements for the classification of EDS, including but not limited to being physically able to stand for extended periods of time and lift audio visual equipment and training materials weighing up to 50 pounds.
  • Must be willing and able to work weekends, holidays, off-hour shifts and occasional emergency overtime.
  • Any disciplinary action that leads to suspension will disqualify a candidate from continuing in the Upgrade Program.
  • Employees who are disqualified for failure to complete the required coursework or failure to meet the OJT requirements will be permitted to apply for the Upgrade Program twenty-four (24) months following the disqualification. By mutual agreement of the District and SEIU, this waiting period may be shortened.
  • After a 2nd disqualification from the Upgrade Program, the employee will only be considered for the Upgrade Program if there are no eligible candidates.
  • Must maintain acceptable attendance. Unacceptable attendance is defined as: 1) more than six (6) occurrences within a six (6) month rolling time period; and 2) any unauthorized absence (No call, No show), in which the employee declares time off for which there is no associated accrual of sick leave; and 3) reporting to work late for more than six (6) minutes without calling prior to shift to request accrued leave. If an employee is disqualified from the Upgrade Program as a result of attendance, the employee may appeal to the Committee. The Committee will determine if circumstances warrant reconsideration of the disqualification from the Upgrade Program.
  • While in the Upgrade Program, the employee will be classified as a Rolling Sock & Shops TVET. If the Employee leaves the Upgrade Program, he/she will no longer receive the compensation as described. Once appointed as an EDS, if the employee does not pass the promotional probationary period, the employee will revert to Rolling Sock & Shops TVET.
Application Process
All interested employees must submit a Transit Vehicle Electronic Technician to Employee Development Specialist Upgrade Program Special Bid Form, by delivering the completed form to the Human Resources Department in the bid box. Failure to comply may invalidate the employee's special bid form. The Special Bid Form is available from your Foreworker, Union Steward, or at the HR Department front desk located at 2150 Webster Street, 4th Floor, Oakland, CA 94612.

Interested employees must submit a special bid form to the Human Resources Department by 2:00 p.m. on the closing date. The District reserves the right to change the bid form in the future. Candidates will be selected in seniority order by classification date.

Failure to comply may invalidate the employee's special bid form. The Special Bid Form is available from your Foreworker, Union Steward, or at the HR Department front desk.

Examples of Duties

  1. Researches, analyzes and identifies specific training needs to support District activities and further District goals; conducts research, prepares plans and programs to meet these needs or to solve specific operational problems.

  2. Selects appropriate methodology, develops lesson plans, instructional materials and student handouts; schedules and coordinates training programs and activities.

  3. Prepares the classroom environment; provides classroom and performance-based field training using a variety of instructional techniques.

  4. Develops and administers oral, written and practical tests to assess the effectiveness of training.

  5. Conducts and documents specific District skills certification programs; assists in the development of various pre?employment tests in the area of specialty; acts as subject matter expert in area of specialty.

  6. Researches and identifies external training and sources and materials and evaluates their applicability to District needs.
  7. Prepares scope of services for outside training assistance, recommends the selection of consultants or vendors, and monitors and evaluates performance.

  8. Works with District staff to solve a variety of technical problems in the operations and maintenance areas.

  9. Writes technical materials and creates drawings or schematics to support text.

  10. Works closely with media and documentation staff to produce audio?visual materials.

  11. Communicates regularly with trainees, other instructors and affected department personnel to achieve training goals.

  12. Assists non?trainers in preparing presentations in specific program areas; administers educational assistance and other training?related programs.

  13. May act as subject matter expert in area taught; maintains technical knowledge in areas taught.

  14. Assists in developing and monitoring specific training program budgets.

  15. Maintains records and prepares reports of work performed.
