MINIMUM SKILLS & REQUIREMENTS:



  • Must possess an active Secret or Interim Secret clearance to start.
  • Bachelor's Degree and at least 7 years with NIWC documentation/technical writing
  • Experience with desktop publishing
  • Experience with FrameMaker
  • Advanced experience with Adobe Pro, Microsoft Word, and Microsoft Excel
  • Experience in writing technical manuals and technical procedures


DESIRED SKILLS & REQUIREMENTS:



  • Experience with SAILOR and SOVT
  • Experience with Technical Manual Identification Numbering System Request (TMINS-R)
  • Experience with Technical Manual Management Activities (TMMAs)
  • Experience with Interactive Electronic Technical Manuals (IETMs)
  • Experience in writing U.S. Navy documents
  • Experience in configuration control and maintaining U.S. Navy documents

PRIMARY DUTIES & RESPONSIBILITIES:



  • Creates technical documentation to include system administration guides, technical test procedures, standard operation procedures by working with subject matter experts and engineers
  • Develop and revise user, operator, administration, installation Technical Manuals in using Structures FrameMaker, and supporting documentation in MS Word for Tactical Messaging Afloat. Create Class II Interactive Electronic Technical Manuals (IETMs) in Adobe PDF format. Coordinate with system developers, Subject Matter Experts (SMEs), government engineers, and managers to verify and validate operational procedures and technical data.
  • Serve as the Technical Manual Management Activities (TMMAs) Point of Contact (POC). Duties include submitting Change Notices (formally known as Technical Manual Identification Numbering System Request (TMINS-R)) and managing publications records in the Model-Based Product Support (MBPS) repository.
  • Serve as the NAVWAR SYSCOM Acquisition Integrated Logistics Online Repository (SAILOR) Content contributor responsible for maintaining the Program of Record (POR) Configuration Matrix, documentation, and software patch files for fleet access and download on the Secure Internet Protocol Router (SIPR) website.
  • Generate and upload on TMS System Operational Verification Test (SOVT) Platform
  • Create Quality Assurance (QA) Workbooks to support Regional Maintenance Modernization Coordination Office (RMMCO) check-in requirements.
  • Knowledge of the following processes and instructions helpful, XML, MIL-STD 38784, NAWARINST 4130.3B, NAVWARINST 4121.1B, NAVSEA/SPAWAR TMMP Operations and Life Cycle Support Procedures (S0005-AA-PR0-0 1 0/TMMP Rev. 2), and SECNAV M-5510.36.
