Description: NSI requires a Senior Foreign Military Sales (FMS) Program Analyst to support a potential contract to support the Navy International Program Office. The Senior FMS Program Analyst will provide Security Cooperation support to the IPO-230 Policy, Performance, and Operations division for administration, management, and support to enterprise-wide FMS case management, policy, and administration. Review, analyze, and make recommendations regarding the policy, plans, tools, metrics, and resources used throughout the FMS case life cycle. This requires detailed and specific functional knowledge of the FMS process. Assisting in identifying, tracking, and actioning Navy/Marine Corps and Coast Guard involvement in the SecDef-mandated, Defense Security Cooperation Agency (DSCA)-led Continuous Process Improvement Board (CPIB). Support FMS/FMF case administration, management, financial, training and logistics issues. Develop, plan and interpret Security Assistance policy. Assisting in the development of Security Assistance (SA) policy, review legislation and preparation of legislation. Conduct research and making recommendations to improve the case lifecycle and policies with regard to Foreign Military Sales (FMS), leases, grants and weapons transfer initiatives under the Security Assistance program. Support formal meetings to include analytical and administrative support. Provide reports in preparation for scheduled and ad-hoc formal events to Navy IPO Executive Leadership for briefings to DSCA, OUSD(P) and SECDEF. Provide case development, management, and closure support to include coordination with case managers and technical analysis of programs. Conduct financial analysis and reporting on special areas of interest. Provide monthly report detailing efforts. Preparing briefing materials showing metrics. Utilize automated systems to reduce labor-intensive review and analysis processes. Develop various reports and presentations for formal case reviews/meetings. Annotate such efforts in monthly report. Perform analysis and making recommendations to resolve corporate FMS business rule violations. Submit monthly report displaying analysis and recommendations for violation resolution. Provide assistance with process documentation of various existing security assistance or FMS related processes. Recommend process improvements. Drafting case development, training, and closure policy and procedures for the DoN FMS Community. Support emerging DoN and DoD security cooperation, security assistance and FMS financial operations, staff, organization, and administrative requirements. Provide advice, analysis, counsel, coordination, and preparing technical papers regarding strategic goals, protocol issues, meetings, symposiums, and conferences. Attend and maintain minutes for FMS enterprise activities and high-level meetings for IPO-230. Routinely assessing overall case/program status and provide advice on progress and relevant timelines. Providing program management support to Navy IPO for utilizing maritime SC business systems.

Location: Washington D.C.

Education: Bachelor's Degree required.

Experience: Ten (10) years' experience required in high level or highly sensitive areas and assignments such as program analysis and evaluation, project planning and control, high level functional expert in a security assistance or security cooperation field, lead or subject matter expert on large, complex tasks. Detailed and specific functional knowledge of the FMS process. Experience drafting case development, training, and closure policy and procedures for the DoN FMS Community.

Security Clearance: Secret Clearance is required. Must be a U.S. citizen.
