Director, Protective Force Operations and Training

The Director, Protective Force Operations and Training assists the General Manager in providing overall leadership in execution of the contract, accomplishment of the security mission and fulfillment of organizational responsibilities and commitments. The Director provides oversight of the Protective Force Operations Department, the Planning and Operations Department and the Training Department. The Director routinely interacts with Union officials on matters pertaining to the Collective Bargaining Agreement and protective force continuity of operations. The Director ensures all work is executed in accordance with Integrated Safety Management (ISM) and Integrated Safeguards and Security Management (ISSM) functions and principles.

RESPONSIBILITIES



  • Represents Northern New Mexico Integrated Security LLC (N2MIS) management by providing oversight for all personnel and activities in the Protective Force, Planning and Operations and Training sections.
  • Provides leadership, guidance, direction and oversight for Protective Force operations, Protective Force orders, Security Incident Response Plans (SIRP), Protective Force responses, vulnerability analysis/assessments, protection strategies, protection of special nuclear material (SNM), protection of classified material, protection of government property, protection of government employees, contractors and visitors, curriculum development, safeguards and security training program, and protective force training.
  • Reviews Protective Force and training plans/programs for compliance with DOE directives, mission essential task list, job task analysis, standards and criteria and recommends changes to the Protective Force orders/procedures and training plan/program as needed.
  • Conducts inspections and assessments to ensure compliance with administrative requirements. Ensures accountability, security and serviceability of weapons, munitions and equipment in the Training section. Reports deficiencies appropriately and tracks repairs/maintenance until complete.
  • Provides oversight and ensures all administrative infrastructure and safety inspections and assessments are completed, documented and reported in accordance with current directives and procedures.
  • Conducts performance appraisals for direct report employees assigned to Protective Force Operations and Training Division to include counseling, mentoring and coaching as necessary.
  • Acts as the Primary Protective Force Operations and Training interface with client and local law enforcement agencies.
  • Meets with union officials to resolve work related problems in accordance with established guidelines and the collective bargaining agreement as they arise.
  • Leads or participates in special projects and participates in or provides support to other Company activities as necessary.
  • Ensures work is executed in accordance with Integrated Safety Management (ISM) and Integrated Safeguards and Security Management (ISSM) core functions and guiding principles.
  • Supports Force-on-Force activities as directed.
  • Performs other duties as assigned.


QUALIFICATIONS



  • Work is performed onsite. Position is not remote. Ability to work onsite required.
  • B.S. degree from an accredited college/university in an appropriate discipline or equivalent combination of academic, training or adequate military/law enforcement background and experience
  • Ten (10) or more years of progressively responsible experience managing a large security force or equivalent combination of military/law enforcement experience
  • Minimum of eight (8) years of Department of Energy (DOE) armed security operations and/or managerial experience with knowledge of DOE/National Nuclear Security Administration (NNSA) protective force and training policies, requirements and practices
  • Currently have, or be able to obtain and maintain, a DOE Q clearance
  • Currently have, or be able to obtain and maintain, a Human Reliability Program (HRP) certification
  • Currently have, or be able to obtain and maintain, a valid New Mexico driver's license
  • Must have a broad range of general management knowledge and experience in directing a large security operation
  • Must have strong leadership, interpersonal, strategic planning, decision making, problem solving, mediation, organizational and negotiation skills to establish effective working relationships
  • Must have knowledge of law enforcement or security operations
  • Must have a customer service focus

Work is performed in an office setting and in the field in various conditions, including inclement weather.

PHYSICAL REQUIREMENTS

Physical demands of this position vary from situation to situation. May be required to lift and carry awkward items weighing up to fifty (50) pounds. Sedentary work involves extended periods of sitting while engaged with a computer terminal or phone. Must have close visual and audio acuity to perform activities such as preparing and analyzing data and figures; transcribing; viewing a computer terminal; determining the accuracy, neatness, and thoroughness of work; or to make general observations of facilities or structures. May be subject to hazards including moving vehicles. Requires intermittent standing, walking, sitting, squatting, stretching, and bending throughout the workday.
