POSITION SUMMARY
CLUES' Certified Community Behavioral Health Clinic (CCBHC), Abriendo Caminos, will be providing immediate access to supportive, high-quality, culturally-responsive and integrated Behavioral Health services and pathways to wellness for Latine community members, regardless of insurance status or ability to pay. The CCBHC model provides CLUES with a model for sustainable Behavioral Health service provision, which translates to increased access to consistent care for wellness in Latino communities.

CLUES' Outpatient Mental Health Supervisor provides clinical and administrative supervision for integrated behavioral health services, while promoting quality, culturally and linguistically specific, family-centric client care. This supervisor supervises the clinical work and performance of Outpatient Mental Health program staff, particularly LGSW-licensed staff and MSW clinical interns, and supports staff in obtaining licensure as a Board of Social Work-approved clinical supervisor (when applicable). Supports the department leaders in planning, organizing, implementing, delivering, and evaluating mental health wellness and treatment programs, and adheres to local, state and federal regulations. This role allows for future mentorship and training in program management skills and competencies, with a primary focus of the role being supervision of direct service staff.

The Outpatient Mental Health Supervisor works with the Senior Manager of Outpatient Mental Health, the Associate Director of Behavioral Health, other members of the leadership team of the Behavioral Health department, and team members to promote the highest quality of integrated Behavioral Health services for the community. The Outpatient Mental Health Supervisor collaborates with department leadership on the development and implementation of strategic and tactical plans to maximize the effectiveness of Behavioral Health Services at CLUES. These activities include outreach strategies, partnerships with local agencies and representation at meetings of local stakeholders and professionals. The Outpatient Mental Health Supervisor is also an active leader of staff in initiatives and projects for the betterment of the agency as a whole, including pilot projects and service integration efforts.

Schedule: Full-Time. Generally, Monday - Friday office hours, with occasional evening hours to accommodate clients as needed.

Estimated Salary: $72,650.00 to $85,500.00 (depending on experience & qualifications).

ESSENTIAL DUTIES AND RESPONSIBILITIES

Outpatient Mental Health Supervision

  • Provide clinical supervision to staff and interns in accordance with State's and board licensing requirements, including but not limited to weekly individual supervision, monthly clinical team meetings, and safety and quality assurance meetings.
  • Provide leadership and direction to the staff in the program/department to promote an optimal level of service by consistent high-quality oversight. Create a supportive, client-centered environment to effectively respond to the needs of clients and their families.
  • Nurture a safe, trauma-informed, culturally responsive and team-based working environment.
  • Commit to working on racial equity for staff and for the community.
  • Verify that program staff are providing services in a culturally responsive and linguistically appropriate manner.
  • Collaborate with Behavioral Health leadership and staff to provide integrated care within the CCBHC model.


Personnel Management & Development

  • Support staff and interns in handling mental health client crisis situations and designate appropriate clinical back-up for times when the Outpatient Mental Health Supervisor is not available.
  • Collaborate with supervisor and human resources department to plan, implement, and manage staffing to maximize effectiveness. Recommend staffing structure and personnel decisions including hiring, promotion, disciplinary action and termination to supervisor and HR.
  • Effectively supervise Mental Health staff development, including hiring, providing guidance and direction, training, evaluating performance, initiating corrective action or disciplinary action and other personnel actions.
  • In collaboration with the Senior Manager of Outpatient Mental Health, provide direction, training, and coaching to staff, including writing workshops, new hire training, intern training, etc., using knowledge of adult learning practices, and effective teaching, supervising and mentoring skills.
  • Provide clear and timely communication to staff regarding expectations and delegated tasks. Maintain regular and timely documentation of staff performance. Meet regularly with department staff to oversee progress toward individual and department goals.
  • Develop a well-functioning team, fostering staff empowerment. Nurture a safe, dynamic, and team-based working environment. Promote team building through group activities and staff recognition.
  • Promote behavioral health services both internally within CLUES and externally within the community, while also assisting staff in areas including but not limited to quality, outcome-based design, service relevance, delivery, effectiveness, and evaluation, all in alignment with CLUES mission.


Program Performance and Compliance

  • Ensure compliance to Certified Community Behavioral Health Clinic and Uniform Service Standards program standards, including participation in related DHS site visits and completion of any corrective actions required by DHS.
  • Support staff to achieve program goals (including productivity targets), complete documentation, maintain records, and report outcomes and activities according to funding and agency requirements. Ensure clinical documentation is kept up to date and in audit-ready condition.
  • Collaboratively work with department leader with a focus on continuously improving program effectiveness, efficiency and financial viability. Support the department leader in setting program goals and objectives, and planning strategies for meeting goals. Assist department leader in the delivery of contracts outcomes and relationships with contractor stakeholders.
  • Maintain processes to collect relevant data to track and report upon outcomes in a timely manner according to grant/contract requirements and department goals.
  • Monitor staff productivity, performance measures, and program outcomes to ensure program/department will achieve contract, department, and financial goals. Provide progress reports and corrective action plans when needed to meet or exceed financial and performance targets.
  • Understand and adhere to all laws, regulations, rules and policies applicable to services offered by the department. Ensure compliance with funder/contract requirements, comply with auditing requirements, and respond to internal and external data collection and reporting requests.
  • Ensure staff maintains client confidentiality in accordance with HIPAA, agency policies and other applicable laws, regulations and ethical standards.


Direct Service

  • The Outpatient Mental Health Supervisor provides direct clinical services, including bilingual and culturally responsive psychotherapy to families, individuals, and groups. They work with the Associate Director of Behavioral Health to ensure their caseload size and focus allows for adequate time and attention spent in both direct service and supervisory work.
  • Maintain up-to-date clinical documentation per department standards and all requirements.
  • Fulfill individual productivity goals regarding the direct provision of mental health services. The productivity goals will be adjusted in proportion to the supervisory responsibilities.


General Duties

  • Promote CLUES mission, operating values, and agency services within the community.
  • Ensure that the Behavioral Health department collaborates proactively with other programs in CLUES, especially those offering services related to health & wellbeing, to achieve service integration.
  • Attend program-related trainings to develop personal knowledge and skills relevant to increasing program and project effectiveness as well as training staff.
  • Attend and facilitate case conference sessions and other client or staff meetings.
  • Cultivate working relationships with CLUES program leaders, other service collaborators, managed care providers, and other appropriate stakeholders.
  • Actively participate in leadership-related activities for the Behavioral Health department, especially though not exclusively by attending managers/directors' meetings.
  • Demonstrate appropriate leadership and workplace behaviors, setting an example for staff and clients to emulate.
  • Participate in special projects, such as pilot program design and implementation, program development, research activities, community relationship-building activities and grant writing.
  • Foster trusting relationships with colleagues and staff by assisting in the planning, implementation and introduction of projects for new initiatives that benefit the organization as a whole.
  • Carry out all other duties as assigned by supervisor.

SUPERVISORY RELATIONSHIPS


  • Responsible for supervision of Outpatient Mental Health program staff with requirement to supervise LGSW licensure track individuals.


QUALIFICATION REQUIREMENTS
Education, Experience & Key Abilities

  • Masters or Doctoral degree in Social Work
  • Four years of experience providing therapy services required.
  • Active Independent Clinical Social Work License (LICSW) from the Minnesota Board of Social Work.
  • Minnesota Board of Social Work approval to provide clinical supervision required. Previous experience supervising staff or clinical interns strongly preferred.
  • Must have a deep understanding of Latine cultures, values, and traditions, and demonstrate cultural responsiveness in every aspect of the role, including communication with colleagues, staff, clients, community members; creating forms and documents; hiring and training staff; and in clinical supervision and consultation.
  • Demonstrated leadership and interpersonal skills required.
  • Experience supervising and leading successful team(s) preferred.
  • Must be organized, have the ability to work under pressure and stress, have attention to detail and the ability to multi-task in a fast-paced environment.
  • Self-motivated and proactive problem solver.
  • Knowledgeable of and experienced in accessing community resources that can serve participant needs preferred.


Language Skills

  • Effective communication in English and Spanish, both verbally and in writing, required.
  • Ability to read, analyze, and interpret written materials, including reports, contracts, and proposals.
  • Ability to effectively present ideas and information in and organized and effective manner, including writing reports.
  • Ability to maintain accurate documentation and respond appropriately to questions from clients, co-workers, management, and external parties.


Computer Skills

  • Proficient working knowledge of email software, the Internet, databases, and common Windows-based programs, including Microsoft Office Word, Excel and PowerPoint required.
  • Must be willing to attend training to advance technical skills and maintain appropriate skill levels to perform job duties.
  • Must be willing to use telehealth platform and electronic signature program to conduct supervision tasks and clinical tasks.

  • Must pass a criminal background check and MS-604.20 background check. As a condition of continued employment, staff person may be required to submit to periodic re-verification of these background checks.
