Job Summary

Finance Analyst 3

Under general supervision of the CAO and Lead Finance Analyst, the incumbent is responsible for the analysis and reconciliation of contracts and grants account expenditures (in excess of $8 million for the department) in accordance with budgeted projections. Research issues, analyze data, prepare reports, make recommendations and meet with Principal Investigators on a monthly basis. Provide accurate monthly financial reports to Principal Investigators, Center Leadership, and the Finance Analyst. Develop budgetary projections for review and make budgetary adjustments as needed. Responsible for authorization and oversight of purchasing, invoice processing and expense reimbursements for assigned awards and non-sponsored projects. Requires a broad knowledge of University and UCDH policies, procedures, practices and organization.

Qualifications

Minimum Qualifications

  • Bachelor's degree in related area and/or equivalent experience/training
  • 3-5 years of demonstrated experience performing analysis in a multi-fund source environment utilizing complex spreadsheets, working with large volume of data via databases, and web-based accounting and information systems.
  • Finance and business management skills and experience to manage multiple funds involving different accounting procedures including budgeting, variance analysis, reconciliation, forecasting, fiscal closie and account closeout.
  • Knowledge of budgetary cycles and practices, personnel/payroll practices, business agreements, and organizational policies and procedures.
  • Excellent interpersonal and communication skills, both verbal and written, to understand and appropriately respond to multiple and frequent inquiries, requests and instructions in a courteous, cooperative and professional manner. Tact, diplomacy and flexibility to effectively deal with faculty, staff, agencies and others.
  • Ability to maintain confidentiality and discretion and represent the Department in a professional manner.
  • Ability to effectively and efficiently work in an independent fashion in an organized and self-directed manner. Ability to readily adapt to change. Ability to analyze problems, suggest solutions, make decisions, and initiate resolutions actions for the effective management of the purchasing, accounts payable, and accounts receivable activities in the Department.

Preferred Qualifications

  • CRA (Certificate in Research Administration) or ability to attain the the CRA in twelve months.
  • Experience with UCD policies and web-based systems for grants and contracts accounting, purchasing, etc.
  • Experience developing recharge rates.
  • Experience with university budgets and budgetary structures.
  • Knowledge and experience of federal, state, university, and private grantor policies, procedures, and guidelines.
  • Maintain a positive and collaborative working relationship with all constituents including, but not limited to, inter-department, Deans Office, co-workers, PI's, and staff.
  • Organizational skills to work with changing priorities and demanding workload and to use judgment to make logical decisions.
  • Ability to deal with conflict in a constructive manner and ability to work in a fast-paced environment.

Department Overview

The Center for Healthcare Policy and Research (CHPR) is a UC Davis funded Center that facilitates research, promotes education, and informs policy about health and healthcare through interdisciplinary and collaborative research and training. Our faculty members represent a broad spectrum of disciplines from UC Davis and other public and private organizations. CHPR supports innovative research and education in comparative effectiveness, health disparities, and cost and quality of care. CHPR's work informs health policy in local, state, federal, and international policy arenas as well as the UC Davis community.

This position has comprehensive knowledge of fiscal administration in a complex environment, requirements and processing, administrative and extramural budgeting processes, procedures and compliance regulations for federal, state, private and internal funding sources. This position is CHPR's subject matter expert on fiscal compliance, prudence and adherence to University and agency guidelines as well as proposal budgeting. This position serves as a member CHPR's Grants Development team. In addition, this position is a critical support to the CHPR Administrative Manager in daily operational processing and long-term strategic planning.

Work Environment

  • CHPR operates in a hybrid/remote environment.
  • May be required to work at any time due to business needs, though, at least 24 hours' notice will generally be provided.
  • Standard work hours can begin as early as 7am and as late as 5:30pm.
  • There may be the occasional need to work overtime and weekends to meet business needs.
  • There may be the possibility of limited vacation during peak times, such as fiscal close.
  • CHPR communicates via Microsoft Teams with other UCD Staff.
  • Valid CA drivers license to travel to various locations. Occasional travel, including out-of-state, to attend events that may require overnight stay
