Organizational Unit Overview
The College of Education ( COE) is charged with coordinating/directing the university's teacher education program that is delivered across five ECU colleges/schools. The COE includes the Office of Educator Preparation and 6 departments that offer a wide array of undergraduate/graduate teacher education and graduate school administrator, librarians, counselor, adult, and other professional educators.
Job Duties
This is a full-time, 12-month Stated Definite Term appointment. Serves as the Budget Administrator for State, Foundation, Institutional Trust Funds and collaborates with ORI on GCERT and F&A Funds within the COE. In collaboration with the Dean and the College of Education Leadership team, develops and implements business plans in accordance with the College's strategic priorities, best practice standards, and procedures to monitor budgeting and transactional activities for non-grant, non-instructional external funds, and proprietary accounts. Advises the Dean, Associate Deans, Assistant Deans, Department Chairs and Unit Directors personnel, finance, and facility resource allocations and corresponding operational issues for their non-grant external funds and proprietary accounts. Advises the Dean and the Leadership Team on short- and long-term resource planning for the College of Education. Serves as a member and/or resource person to college and university standing and ad hoc committees and task forces. Serves as All Funds Budget Administrator for COE; provides Personnel budget management for personnel processes in the COE and approves all financial transactions for the COE. This position serves as the lead budget administrator for the COE and will work with the other Business Officer regarding ECU Community School budget and transactional support. This position will become a direct report to the Dean. All financial personnel in the college with indirectly report to this position. This position develops and maintains appropriate internal controls to protect College investments and assets in collaboration with the Associate Dean for Administration & Faculty Affairs and the Associate Dean for Research. Serves on the Dean's Leadership Team. Advises the Dean, Associate Deans, Assistant Deans, Department Chairs and Unit Directors personnel, finance, and facility resource allocations and corresponding operational issues. Analyzes financial data from within the College and advises based on data outcomes. Advises the Dean and the Leadership Team on short and long term resource planning for the College of Education. Serves as a member and/or resource person to college and university standing and ad hoc committees and task forces.

Financial Management (20%)
This position will be responsible for the daily financial management of six academic departments, Office of Assessment and Accreditation, Office of Educator Preparation, Office of Administration and Faculty Excellence, and the Office of Research. This position will serve as the financial manager for the College of Education and will oversee all transactional, budgetary, and regulatory aspects of the College of Education. This position will prepare financial reports, forecast, prepare budget entries, prepare/update fund authorities, journal entries and cash receipts. Daily financial management of college wide accounts (state, ITF, foundation, grant) with considerable complexity. Monitoring cash flow and financial transactions to optimize financial resources. Preparation of financial reports, forecasting, budget entries and analysis of financial statements and reports. Reporting for ECU Lab School with knowledge of Pitt County School guidelines and regulations, State of North Carolina Department of Public Instruction ( NCDPI) and State Board of Education regulations and guidelines. Position will assist with the day-to-day management of College of Education resources and make sure COE is audit compliant.

Communications (20%)
Must be able to explain in-depth the financial information from various reports from ECU, Pitt County Schools and other agencies with state and federal guidelines outside of the university guidelines. This position is responsible for all day to day budget management and resource related items that are processed within the College of Education. This includes funding from state, ITF, foundation, grants, and other contracted services. This position will also work with partnerships that involve College of Education. This position will report directly to the Dean of the College of Education and have daily interaction with the Dean, Departmental chairs, directors, and administrative staff to ensure spending guidelines are followed. Participate in meetings, presentations, and discussions related to financial matters of the College of Education.

Business and Records Administration (20%)
Thorough knowledge of government accounting methods, procedures, and accounting practices of the university that also include knowledge of other county and state agencies. Position must have advanced knowledge of ECU financial systems, and other software packages/systems from North Carolina Department of Public Instruction ( NCDPI) and other agencies. Position will be required to run queries and interpret the information. Must have the ability to develop complex spreadsheets with advanced knowledge. The position will work with the state-mandated ECU laboratory school through partnerships with Pitt County Schools, UNC-GA, and NCDPI. The ECU Lab School will require knowledge of an ability to work with contractual services, revenue (state and federal funding), monthly payables and receivables, personnel hiring, and tracking other school information. This will require this individual to have knowledge of not only ECU regulations, but also Pitt County School regulations along with the State of North Carolina Department of Public Instruction and State Board of Education guidelines.

Information Processing and Decision Making (20%)
Must have advance knowledge to resolve complex financial problems through research and analysis by utilizing system information. Must be able to work with multiple funding sources that are used for various needs throughout the college. Must be able to work with college staff to assist them with training and problems within their various budgets. Must be able to manage reporting of complex programs to include preparation and analysis of financial reports. This position will be responsible for ensuring compliance with university policies, procedures, and regulatory requirements related to financial management. Position will work with tracking faculty searches and pulling lapse salary dollars if needed for funding. This position will also make sure the College of Education is compliant with UNC Fit guidelines monthly reconciliation of all funds (state, foundation, ITF and grant) throughout the college.

Planning and Organizing Work/Supervision (20%)
This position will serve as the lead budget administrator for the COE. Indirectly, this position will supervise the administrative support staff throughout the college on financial matters to assist in each area maintaining accurate records, documentation, and files related to all financial transactions. This position will also oversee procurements processes. This accounting position will work with the Dean of the College of Education to assist with day-to-day management of the College of Education resources and to be audit compliant.

Completes other assignments as directed by the Dean. Contingent upon availability of funds.
Minimum Education/Experience
Bachelor's degree in business administration, public administration, or related business area and three years of administrative management or business management experience. All degrees must be received from appropriately accredited institutions.
License or Certification Required by Statute or Regulation
None
Preferred Experience, Skills, Training/Education
Accounting degree or BS/BA in Finance or related field preferred. Strong knowledge of financial principles and accounting practices. Five years of significant experience with budgets and budget procedures, including complex spreadsheet management, reconciliations, and reports. University budget management experience and knowledge of ECU budget regulations and resources is preferred.
