Description

The primary purpose of this position is to participate in labor and employee relations activities for the School of Medicine. This position is responsible for investigating and developing grievance resolutions, assists with negotiations and the preparation of contract agreements, and participates in other related matters for all bargaining units on the School of Medicine campus.

This position independently carries out the full investigative process in both issues of minor performance/attendance as well as major issues of employee misconduct for the purpose of providing a written report of investigatory findings and recommendations including recommending the appropriate level of performance management and/or disciplinary action to the appropriate leaders within the organization.[KKM1] This position is responsible for developing, coordinating and presenting education and training programs at each level of the organization.


Examples of Duties

  1. Labor Relations - 50%
    • Participates in investigations into employee and labor relations issues and works in conjunction with departments, employees, and bargaining unit representatives to resolve issues. Gathers and compiles data for writing statistical and narrative reports in draft or final form as it relates to employee and labor relations.
    • Administers bargaining unit agreements for the School of Medicine campus. Advises department administrators and supervisors on agreements and related procedures and practices. Counsels supervisors and managers on rights and responsibilities of management and bargaining unit employees as it relates to labor laws and agreements.
    • Participates in the negotiation of bargaining unit agreements. Full participation in negotiations is expected and required. Researches and analyzes information related to the negotiation process, including labor agreements, policies, procedures, and practices that are the subject of the negotiation process.
    • Participates in the grievance process, which may include responding to grievances as the School's representative, note taking during grievance meetings and organization of grievance log/files.
    • Leads activities requiring notifications to bargaining units on personnel status updates, coordination of meetings with business agents and bargaining unit representatives as necessary. Communicates as the liaison with business agents and/or bargaining units as necessary
    • Contributes to the preparation for and coordination of Labor/Management Committee meetings which may include note taking during meetings.
    • Provides witness testimony during legal actions including arbitration and proceedings before the Illinois Educational Labor Relations Board.

  1. Employee Relations - 40%
    • Provide counsel and guidance to supervisors in discipline management, maintain employee files, create and develop performance documents in support of supervisors.
    • Consult with employees and supervisors regarding conflict resolution and mediation between individuals as necessary.
    • Administer and implement disciplinary program for all employees up to and including dismissal.
    • Develop surveys to aid in monitoring and track data trends.
    • Collect, compile and document information on past, current, and future trends, issues and demands.
    • Assist with the oversight of the performance evaluation cycle including notifications, maintaining database and reviewing of completed evaluations for final approval.
    • Assist with policy and procedure development and implementation as requested.

  1. Education and Training - 10%
  • Develop, coordinate and present employee training programs designed to increase School of Medicine staff knowledge and/or awareness of policies, procedures, compliance matters, or other employment issues and skills as needed and/or directed.
  • Ensure all School of Medicine employees are in compliance with training requirements. Provide follow-up and measurement of completed training sessions
  • Develop, coordinate, and present labor and employee relations training sessions.
  • Provide instruction of management and supervisory skills in training sessions.

Qualifications

  1. Bachelor's degree in Human Resource Administration, Management, Organizational Administration, Public Administration, Labor Relations, Business Administration or a field closely related to the position.
  2. Five (5) years of work experience related to the Labor Relations field or other similar experience with Collective bargaining agreements, labor law adherence, and/or interacting with state or federal labor boards.
