Organizational Unit Overview
The East Carolina University Community School involves cross campus collaboration to provide the students a spectrum of support and services to comprehensively address their academic, social-emotional, physical, and family/community needs. The school will include one class per grade level for pre-kindergarten through 5th grade. The Community school involves an integrated partnership with Pitt County Schools and will be housed within a local elementary school.

North Carolina General Statute Chapter 116, Article 29A (116-239.5), provided for the establishment of nine university laboratory schools with the mission "improving student performance in local school administrative units with low-performing schools by providing an enhanced education program for students residing in those units and providing exposure and training for teachers and principals to successfully address challenges existing in high need school settings. The laboratory school shall provide an opportunity for research, demonstration, student support, and expansion of the teaching experience and evaluation regarding management, teaching, and learning."
Job Duties
To serve as senior university-level administrator of the East Carolina University Community School Initiative, the Executive Director will advance a culture of innovation that supports effective instructional practices/strategies to promote student academic success and personal success for all students and adults in the school. The Executive Director will work collaboratively to develop and implement legislated/university/public school policies; facilitate the implementation and coordination of innovative programs and curriculum activities; ensure that operational and fiscal activities are implemented to achieve the mission of the school. The Executive Director will work collaboratively with university and school level staff to support the work of teacher leadership preparation, school leadership preparation, educational research and integrated health activities.

Leadership (25%):
* The Executive Director will navigate school, university, UNC Systems, and public-school policies and protocols such that the school is in compliance with university system and legislated requirements.
* The Executive Director will guide school level personnel toward successful implementation of the mission, values, and innovative initiatives at the school.
* The Executive Director will ensure the alignment of school level activities to the strategic plan for the College of Education and East Carolina University.
* The Executive Director will serve on the ECU Lab School Advisory Board and provide comprehensive updates to the board and request action by the board for recommendations to the Dean and Chancellor for approval and future implementation.
* The Executive Director will chair the ECU Lab School Executive Council comprised of senior leaders within the College of Education and other campus units to coordinate university level curricular, integrated health and research initiatives.
* The Executive Director will lead and supervise the Lab School Leadership Team comprised of the Principal, Curriculum Director, and other leadership team members at the school to ensure the instructional and building level operations are in alignment with university and public school guidelines and in compliance with state and federal laws.
* The Executive Director will lead the Central Office Operational Team to advance the fiscal and physical operations of the school in alignment with UNC System and university policies and protocols.

Communication (5%):
* In consultation and coordination with the dean and other appropriate university officials, the Executive Director will serve as the public information officer when print or television media requests are made; coordinate information released with ECU News Services; complete interviews as requested; set up any school-level media interactions in collaboration with ECU News Services.
* The Executive Director will monitor ECU Lab School social media to ensure alignment with university media guidelines.
* The Executive Director will maintain and monitor the required components of the ECU Lab School website to ensure that up to date policies, school level information, and required federal grant information is included.
* The Executive Director will review parent/community communications generated at the school level to monitor alignment with the ECU Lab School mission and values.
* The Executive Director will determine the need for activating safety alerts through the ECU Alert system for weather and/or safety related events, as well as monitor reports from the school level check in system (Raptor).
* The Executive Director will serve as the chief point of contact with ECU and with Pitt County School partners about various components of school operations to include safety, nutrition, facilities, transportation, etc.
* The Executive Director will provide formal and informal presentations about the ECU Lab School Initiative to a variety of stakeholders to include ECU Academic Affairs, ECU Board of Trustees, UNC Systems offices, UNC Board of Governors subcommittees, community groups, and other state level entities.
* The Executive Director will serve as the primary point of contact for communication with various North Carolina Department of Public Instruction entities regarding operations of the ECU Lab School to include the Federal Programs Division, Testing and Accountability, PreK-5 curricular resources and other offices to maintain compliance with public school policy and law.
* The Executive Director will communicate with UNC Systems Lab School Initiative personnel regarding information requested for operational oversight, legislation, and evaluation activities.
* The Executive Director will facilitate/lead tours at the ECU Lab School for higher profile groups to include Pitt County School Board members, Board of Trustees members, Board of Governors members, UNC Systems leaders, ECU College Leadership Teams, and other state-level groups.
* The Executive Director will ensure the proper collection of media consent forms for each student/family at the ECU Lab School.

Administration and Human Resources (5%):
* Working with the Personnel office in the College of Education, the Executive Director will coordinate search committees as chair and/or committee member for new hires for the ECU Lab School in alignment with university level human resource protocols.
* The Executive Director will author position criticalities as needed in alignment with university protocols for personnel.
* The Executive Director will facilitate and engage in a variety of stakeholder meetings/groups to advance the ECU Lab School Initiative mission and goals.
* The Executive Director will vet tour requests with the Assistant Director of Operations and school level personnel.
* The Executive Director will vet volunteer requests in collaboration with the ECU Lab School Executive Council and ECU Lab School Leadership Team to verify that the requested activities align with the overall lab school mission, goals and operations.
* The Executive Director will monitor compliance with criminal background checks in collaboration with the Assistant Director of Operations to guarantee that UNC Lab School legislated policies and ECU Department for People Operations, Success, and Opportunity guidelines are being met.
* The Executive Director will serve as the primary contact with the ECU College of Education and the Department for People Operations, Success, and Opportunity for any criminal background check issues that arise and communicate those issues to ECU University Counsel, the Dean of the College of Education as well as the Office of the Provost.
* The Executive Director will facilitate the enrollment/admissions process in compliance with legislation and ECU Lab School Advisory Board policy to include composition, distribution and tracking of student applications; marketing and recruitment activities; as well as parent notification of enrollment.
* The Executive Director will monitor required reporting within PowerSchool to include 20 day counts, ESSR data, discipline referrals, and attendance data to comply with N.C. Department of Public Instruction deadlines and policies.
* The Executive Director will consult with the N.C. Department of Public Instruction on required annual reporting for school operation to include federal headcounts, updates to EDDIE, average daily membership updates, migrant headcounts, and homeless reporting requirements.
* The Executive Director will ensure collaboration occurs with appropriate campus and community entities for volunteer and tour requests.
* The Executive Director will monitor budget and materials requests to align with university and school level operational and curricular plans.

Policy (5%):
* The Executive Director will coordinate meetings of the ECU Lab School Advisory Board, the governing body of the school, to include agenda development, material dissemination, meeting minutes, and compliance with the school's by-laws.
* The Executive Director will review current policies to ensure compliance with Pitt County Schools' policies and state/federal requirements, as well as vet any policy changes with ECU University Counsel for future approval by the Chancellor.
* The Executive Director will coordinate and monitor compliance with the following federal policies: Title I, Title II, McKinney-Vento Homeless Act, IDEA, and ESSA requirements.
* The Executive Director will monitor building level federal program audit documentation to ensure that it is in place to include the required Title I/School Improvement Plan, Parent Involvement Policy, and IDEA documentation.
* The Executive Director will develop the school calendar in collaboration with the ECU Lab School Executive Council and the ECU Lab School Leadership Team.
* The Executive Director will ensure compliance with N. C. Department of Public Instruction accountability and testing standards.
* The Executive Director will ensure compliance with state required school safety measures to include annual training on safety, school level crisis plans, and school level security.

Systems Integration (5%):
* The Executive Director will serve as the designated LEA Administrator and/or assign administrators for the following systems: NCID, Staff UID, Student UID, PowerSchool (NCEdCloud), CCIP, Kronos (designate super-user), and the IDEA grant application system.
* The Executive Director will vet school level systems for alignment with university and UNC Systems protocols and policies.
* The Executive Director will collaborate with the Integrated Health Collaborative to ensure that health related systems are properly integrated and implemented at the school level.

Protocols (5%):
* The Executive Director will facilitate the authoring and updating of the ECU Lab School Operations Manual to include information about the day to day operations of the school and all the integrated components.
* The Executive Director will coordinate the development of emergency procedures in alignment with university and state requirements for school safety.
* The Executive Director will certify that the ECU Lab School Staff Handbook is up to date and in compliance with ECU Lab School Advisory Board policy and university human resource requirements.
* The Executive Director will monitor adherence to established protocols in collaboration with the ECU Lab School Leadership Team.

Problem Solving (5%):
* The Executive Director will troubleshoot physical plant issues at the school in collaboration with Pitt County Schools and ECU Facilities Services with assistance from the Assistant Director of Operations.
* The Executive Director will address, in collaboration with the ECU College of Education, University Counsel and the ECU Lab School Advisory Board, serious school level issues to include parent/community complaints; escalated student discipline incidents; and any issues of school level staff injury or misconduct.
* The Executive Director will consult and collaborate with the Assistant Director of Operations to address any issues related to school-level repairs, inventory, safety/alarm issues, student needs, acquisition of resources for day-to-day operations, scheduling and special requests.
* The Executive Director will serve as point of contact for UNC Systems Office and the Department of Public Instruction when issues arise to filter, handle or refer to appropriate individuals.

Supervision (15%):
* The Executive Director will supervise and direct the work of the ECU Lab School Principal and an administrative support position.
* The Executive Director will in conjunction with the principal, supervise and direct the work of an administrative assistant and/or graduate students involved in supporting the work of the executive director.
* The Executive Director will verify time worked within Kronos for each employee supervised and approve any associated leave requests.
* The Executive Director will complete evaluations for each direct report in compliance with ECU Department for People Operations, Success, and Opportunity policies.
* The Executive Director will monitor the evaluations of school level employees to ensure compliance with ECU required personnel policies.

Cultural Competence (5%):
* The Executive Director will facilitate the leveraging of university, school and community stakeholders to build upon the assets of each group to foster an environment of collaboration and mutual respect.
* The Executive Director Officer will monitor and address the university and community interests and needs and facilitate the mobilization university and community resources to demonstrate and promote ethical standards of excellence.
* The Executive Director will advocate for students, families, and employees.

Community Relations (5%):
* The Executive Director will form and enhance meaningful collaboration and relationships among university, school, community, and state-level stakeholders.
* The Executive Director will facilitate the development of strong partnerships to advance the mission and goals of the ECU Lab School.
* The Executive Director will leverage a variety of partnerships to design unique and innovative services to ensure student growth and academic development.
* The Executive Director will engage in ongoing communication to ensure the community is aware of opportunities for collaboration to advance the mission and goals of the ECU Lab School Initiative.

Strategic and Organizational Planning (10%):
* The Executive Director will serve as the senior administrator of ECU Lab School Initiative in developing and implementing policies, programs, curriculum activities, and fiscal activities in a manner that promotes the mission and goals of the school.
* The Executive Director will advance the commitments of the ECU Strategic Plan and the College of Education Strategic Plan to ensure that the ECU Lab School Initiative aligns with the university mission to promote student success, public service and regional transformation.
* The Executive Director will facilitate the development of annual and on-going planning with cross-campus, community and school stakeholders to coordinate the operational, curricular and integrated health initiatives of the school.
* The Executive Director will monitor the integration of university efforts in teaching, research and service to determine effective and efficient incorporation of activities at the school level.
* The Executive Director will coordinate with academic units in the College of Education to successfully integrate teacher, principal, counselor, etc., preparation activities within the school.

Research/Evaluation (5%):
* The Executive Director will work collaboratively with the ECU Executive Council to vet research activities to maintain the tenets of the established Research Practice Partnerships.
* The Executive Director will comply with UNC System level evaluation requirements and collaborate with the university/college designated evaluation team to provide required information and data.

Other duties as assigned (5%).

Minimum Education/Experience
Master's degree in an educational leadership or related field; demonstrated knowledge of PK-12 public school policy and operations, as well as leadership experience in a higher education setting. Qualifying degrees must be conferred and received from appropriately accredited institutions.

Self-directed; organized with attention to detail; innovation and outcome oriented; technologically proficient across multiple platforms; possess strong interpersonal relationship skills including collaboration with community members, school personnel and university personnel; excellent oral and written communication skills; evidence of understanding of the unique needs of at-risk student populations; highly motivated and be willing to be receptive to innovative practices/procedures; willing to take the initiative to advance the mission and values of the lab school initiative; and willing to work alone or as a group/team when necessary.
