Position Highlights

Arizona Health Education Centers (AzAHEC) is seeking a Contracts and Grants Senior Manager. The incumbent will provide pre-award and post-award services for approximately 20-25 subcontracts and grants issued to program partners across Arizona annually. AzAHEC Program Partners include six AzAHEC Regional Centers, nine Rural Health Professional Programs at UArizona, NAU and ASU, and other supported programs who provide community-based interprofessional education, health career preparation programs, and continuation education for health professions. Incumbent's pre-award responsibilities will include collaboration on Request for Proposals (RFP), inclusive of development, preparation and review. Detailed emphasis is required by the incumbent on the development and review of financial components and projections on submitted proposals. Incumbent's post-award responsibilities will include the timely and accurate establishment of subcontracts and letters of awards issued to successful RFPs. Additional post-award duties by the incumbent require the monitoring of subrecipient activities, including the review of expenses to ensure compliance with AzAHEC, University of Arizona, and AzAHEC External funding sources. Incumbent is responsible for reviewing expenditures to ensure consistency with authorized budget, validating and ensuring timely payment of invoices, initiating requests for and reviewing financial reports, and managing close out procedures. Additionally, incumbent serves as an advisor and consultant for RFPs and contracting issues as may be required by Graduate Medical Education activities.

Incumbent serves as fiscal officer for AzAHEC, ensuring timely and accurate financial reports and budget submittals as required by Health Sciences, University of Arizona, or external funding sources inclusive of State of Arizona and Health Resources and Services Administration (HRSA). Incumbent serves as human resources manager for AzAHEC, participating in personnel action as may be required, including recruitment of new personnel.

Duties & Responsibilities

Grant and Contracting Management:

  • Acts as a fiscal officer on all assigned accounts. Serves as initial contact and manages the process for all financial contract needs to assure compliance and execution in a timely manner.
  • Oversees all post-award day-to-day budget and financial management activities. This includes supervision of financial staff who receive and process invoices for payment, who transfer funds to initiate payment, and who reconcile financial reports provided by program partners.
  • Prepares post-award financial reports and analyses for funded programs including quarterly and annual reports.
  • Collaborates on the preparation of all quarterly and annual financial reports as required by external funding sources. Analyzes and interprets statistics, financial data, and management planning data for predicting resource needs and developing long range plans.
  • Tracks external grant revenue and expenses to meet project deadlines and terms.
  • Prepares required, operational, and special budgets.
  • Reviews quarterly or annual reporting with appropriate personnel to ensure data integrity and shifting priorities are accounted for.
  • Ensure compliance of Sponsor terms & conditions and University, Federal, and State regulations, including overseeing subcontracts to outside partners ensuring adherence to scope of work and budgetary restrictions.
  • Work closely with University, Center and RHPP Directors and others to ensure relevant and appropriate activities are performed timely and accurately, and answer questions regarding expenses and reporting.

Budget Management:

  • Review, process, and/or approve day-to-day business transactions with accuracy, completeness, and in compliance with university policies.
  • Develop and establish procedures for the budget process according to policies and procedures established by the university and outside governing agencies.
  • Provide advanced level of support with the preparation and management of departmental operating budgets based on trend analysis, forecasting, and guiding principles, including expense forecasting.
  • Prepares and presents AzAHEC Quarterly Commission Report. Provides explanations and recommendations for operational budget variances, analysis of posted expenses, and available account balances.
  • Communicate with multiple stakeholders to train and provide guidance on University and Sponsor policies and procedures.
  • Additional duties as assigned.

  • Ability to develop comprehensive budgets using Excel and auto-generated financial reports.
  • Flexibility to learn and incorporate software into work.
  • Ability to work in close collaboration or independently, depending on project scope
  • Knowledge of accounting principles, practices, principles and procedures. to include uniform guidance.
  • Skill in preparing detailed reports on a timely basis.
  • Professional demeanor and regard for confidentiality and handling sensitive information in a discreet manner.
Minimum Qualifications
  • Bachelor's degree or equivalent advanced learning attained through professional level experience required.
  • Eight (8) years of relevant work experience, or equivalent combination of education and work experience.
Preferred Qualifications

  • Ten (10) years of relevant work experience, or equivalent combination of education and work experience.
  • Certified Public Accountant.
