Department's Website: The HR Director is responsible for the overall direction, coordination, and evaluation of the Human Resources office which includes three areas: Personnel, Payroll, and Affirmative Action/compliance (note: most of the payroll functions are managed through an inter-UA System agreement] The Director carries out supervisory responsibilities in accordance with the College's and System policies and applicable laws Responsibilities include interviewing, hiring, training and supervising HR employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems Develop, recommend, and carry out human resources programs in support of the strategic goals of the College, and ensure the related programs align with UA System requirements & policies Advise College administration, in coordination with the UA Systems on human resources legal matters concerning the college Review, develop, recommend, and maintain the College's HR and payroll policies and procedures Assure consistency/compliance with state and federal laws and regulations Coordinate and implement programs related to the college's Equal Opportunity and Affirmative Action Program and provide training to staff surrounding diversity initiatives, including the American with Disabilities Act (ADA) compliance initiatives Work with the Vice Chancellor for Finance and Administration to coordinate new and continuation requests for Higher Education Central Pool Positions and Provisional Positions regarding new and existing grants or unanticipated funds Work with the Vice Chancellor for Finance and Administration to prepare and submit various reports to Arkansas Department of Higher Education, Department of Finance and Administration, Arkansas Department of Higher Education (ADHE), the UA System Office, and the Bureau of Legislative Research Personnel Division (BLR) Prepare, submit and defend, along with the Vice Chancellor for Finance, the Biennium Personnel Services request for the College Oversees use of positions (position control) Review and advise HR staff and campus community regarding worker's compensation and Family Medical Leave (FMLA) requests Support and assist the College's administration and managers in addressing employee concerns and provide assistance in resolving complaints and grievances; serve as a grievance officer Leads and collaborates with the College managers with developing and coordinating recruitment activities for academic, administrative and classified positions, including implementation of strategies to achieve affirmative action and diversity objectives and goals Oversees the analysis, maintenance, and communication of HR records or required by law or local governing bodies Writes and delivers presentations to the College colleagues regarding human resources/payroll policies and practices Ensure appropriate selection, supervision and professional development of Human Resources and Payroll staff Coordinates & regularly updates the university Human Resources (HR) website Serves on internal and external committees Serves as immigration administrator and approves all petitions for H1-B visas and green cards Participates in professional organizations, attends conferences and workshops Serve as the HCM (SME) Subject-Matter-Expert for Workday; receive updates and train staff on new procedures as updates occur that affects the duties of the entire College Coordinate and communicate with system attorneys on HR issues requiring legal assistance and responds to requests for information by system attorneys Expected salary range is $60,000 - $65,000 Qualifications: Bachelor's degree in Human Resources or related field with three years of Human Resource related experience/training. Combinations of education and experience will be considered.
