Job Summary:

The HR & Compliance Analyst manages pre-employment processes, compliance, and escalated matters from the HR operations team. This role is an integral team member working as an individual contributor on HR policy and process to manage equal employment, pay transparency, affirmative action, and government reporting requirements and issues. The HR & Compliance Analyst provides guidance and counsel to managers and employees with respect to federal, state and local EEO and labor laws, ensuring consistent application of policies and procedures in accordance with relevant laws.

Job Responsibilities:

  • Acts as the project manager for HR compliance; coordinates the efforts of HR, Legal, Safety, Risk, and HR Technology to ensure compliance with minimum wage, leave laws, EEO reporting, etc.
  • Manages pre-employment and non-employee processes to include background checks, drug screens, moving vehicle reports, license verifications, etc.to ensure compliance with internal policies and regulatory requirements
    • Reviews escalated pre-employment discrepancies revealed through background checks and drug screens and coordinates resolution with risk, legal, safety and human resources.
    • Communicates directly with candidates and recruiters regarding information necessary to complete background reviews including gathering necessary documents when the vendor is unsuccessful in obtaining verification (e.g., diplomas, degrees, proof of employment, etc.)
    • Conducts detailed analysis of all components of background check including employment, education, social media, criminal, credit, and financial database searches. Provides detailed ad-hoc reporting on status of background checks for variety of internal stakeholders, including responding to requests for data for internal and external audits
    • Serves as focal point for candidate/employee disputes for pre-adverse findings
  • Provides internal employee relations assistance and guidance for cases. Determines facts and provide documentation to resolve issue(s). Maintains required documentation within the case management system, including intake and investigative notes, supporting documents and final reports.
  • Ensures equitable application of organization policies and procedures while applying sound knowledge of relevant employee relations and applicable state and federal compliance laws.
  • Acts as a liaison with the Legal team to address cases that may result in potential legal action. Participates in or coordinates with legal counsel and departments to prepare for and present management position in hearings and arbitration; advocates management position.
  • Adheres to guidelines regarding confidential and sensitive information.
  • Assists team with trainings, presentations, communications, and projects.
  • Performs other duties as assigned.

Job Qualifications:

Education and Certifications

  • Bachelor's degree in human resources, labor relations, or business, preferred, or equivalent combination of education, training, experience, or military experience.
  • Human Resources certifications (e.g., PHR, SHRM-CP) preferred.

Work Experience

  • Minimum of 5 years of experience in Human Resources and Employee Relations with depth in compliance and background check processes.
  • Multi-state work experience preferred.

Skills

  • Advance knowledge of full-cycle pre- employment background screening processes including criminal, MVR, education, employment, Drug & Alcohol, etc.
  • Knowledge of Fair Credit Reporting Act (FCRA) requirements; EEO Guidelines for individualized assessments and State and Federal background screening regulations, advanced level
  • Knowledge of DOT regulatory requirements for background checks and motor vehicle records; advanced level

  • Employee must have the ability to sit and/or stand at a desk for a minimum of 8 hours a day and complete tasks requiring repetitive use of hands.

  • This job is performed in a temperature-controlled office environment.
