Job Description

POSITION SUMMARY: Under the direction of the Senior Director, the Director of Operations oversees the designated department programs and provides support to all assigned Community Living Programs (CLP) managers, including the oversight of the administration and fiscal responsibilities of the department to ensure that assigned programs meet the needs of individuals supported and all regulatory requirements and complies with day-to-day operations according to Elwyn New Jersey's Policies and Procedures.

DUTIES AND RESPONSIBILITIES:

* In collaboration with assigned staff, reviews all required documentation, including, but not limited to, up-to-date annual plans, assessments, outcome implementation, monthly and quarterly reviews of progress, data collection, and completion of medical appointments through team meetings and supervisions to ensure the needs of individuals supported are met

* Collaborates with support departments, including but not limited to Quality Improvement and Compliance, Human Resources, Staff Development, Maintenance, Nursing/Healthcare Services and Clinical Services and with other administrative staff regarding standards, policies, and new program developments to effectively integrate and coordinate activities and services to ensure ongoing compliance with all applicable regulations

* Works with, understands, and complies with terms and conditions of collective bargaining agreements (CBA) within a unionized environment with tasks including but not limited to adherence to scheduling procedures, processing transfers and promotions, administering disciplinary actions, adjudicating grievances, where appropriate, to ensure accountability and operational success

* Reviews day-to-day program operational requirements in accordance with established policies, including but not limited to adherence with HIPAA; support of individuals' rights, individuals' funds security; and all other policies and standard operating procedures (SOP) pertinent to individuals supported, staff, vehicle, and program requirements to ensure compliance with all policies, SOPs, and regulatory requirements

* Directly supervises all assigned CLP personnel within the department, including but not limited to recruiting, hiring, promoting, terminating and performance managing activities to establish standards of excellence for staff, complete on-going supervision and performance evaluation to support staff in delivering best in service care for individuals

* Continuously improves operations through actions including but not limited to encouragement and utilization of feedback from individuals supported, staff, families, peers and other stakeholders, response to audit results, implementation of established best practices and identification and prevention of potential problems

* Maintains confidentiality of records, rights of individuals supported, individual funds management, and service provision, including the implementation of individuals' annual plans

* Oversees the corrective action implementation and follow through for all areas of CLP, including findings during investigations and audits. Participates in the development of the budget and oversees the compliance to budget and overall appropriate use of financial resources for assigned programs. Implements Elwyn New Jersey Quality Management strategies to ensure standards are met and maintained in all CLP programs

* Creates and fosters a positive workplace culture of support, encouragement and growth by creating shared vision and clearly communicating that vision, by having open and transparent communication, by recognizing the accomplishments of those he/she leads, and by being aware of the training and development needs and aspirations of those he/she leads

* In conjunction with the Senior Director of CLP and under the guidance of the Executive Director, assists in the development of CLP's service priorities, goals, and objectives to ensure development and implementation of systems for monitoring compliance with all relevant laws, regulations, standards, and stakeholder satisfaction

* Participates in committees to partner in developing policies and procedures and/or ensure compliance of policies and procedures as required as well as participates in the development of training for management/ administrative staff to increase the skill levels in areas of management techniques and policy implementation.

* Maintains current state-mandated training and certifications

* Follows all current policies and procedures of Elwyn New Jersey

* Cooperates with Elwyn New Jersey and the State of New Jersey Department of Human Services, or any other authorized investigating body during an inspection or investigation

* Performs cardiopulmonary resuscitation (CPR), safe crisis management, and medication administration using agency-trained protocols

* Performs other duties as assigned

IMMEDIATE SUPERVISOR: Senior Director, Operations

DIRECT REPORTS: Operations Managers, Program Specialists

CONTACTS: Elwyn personnel; families, advocates, guardians, and individuals receiving services; funding and regulatory agencies; representatives from other community service organizations and businesses

EDUCATION/EXPERIENCE/SKILLS REQUIREMENTS:

* High school diploma or equivalent; bachelor's degree in a field of human services or related field preferred

* Eight (8) years of experience in the field of intellectual and developmental disabilities

* Five (5) years of supervisory experience

* Previous experience working within and managing a unionized workforce preferred

* Non-profit human service experience preferred

* Experience using/knowledge of Electronic Health Record (EHR) / Electronic Medical Record (EMR) preferred

* Must have current, valid driver's license in state of residence, three (3) years driving experience in the United States, and acceptable driving record
