Description: NSI requires a Senior Program Analyst to support a potential contract supporting the Navy International Program Office (IPO). The Senior Program Analyst will receive, track, and coordinate all Third-Party Transfer (TPT) requests submitted to Navy IPO by the State Department. Act as primary liaison between the State Department and Navy IPO on all Navy-related TPT issues. Staff TPT requests to designated action officers within Navy IPO, ensure timely completion of Navy IPO recommendations or requests for deadline extensions. Maintain records of all TPT requests received by Navy IPO as well as all recommendations sent to DoS Bureau of Political-Military Affairs, Office of Regional Security and Arms Transfers (PM/RSAT) on behalf of the Navy. Maintain expertise on the policy and processes regarding the DoD and DoN signature of End-Use Certificates in accordance with DoD Instruction 2040.03 and any successor documents. Serve as the entry point for Navy IPO for all requests submitted by DoN activities who have been asked to sign end-use certificates in support of U.S. acquisition of foreign-origin defense articles or services. Review end-use certificate requests for compliance with policy, prepare signature packages for approving authorities within Navy IPO as well as correspondence packages for coordination with Office of the Under Secretary of Defense for Acquisition & Sustainment OUSD(A&S) or other DoD authorities prescribed by DoDI 2040.03 and any successor documents.

Location: Washington D.C.

Education: Bachelors Degree .

Experience: Over 10 Years specialized experience in the above job functions.

Security Clearance: Secret Clearance is required. Must be a U.S. citizen.
