Primary Purpose of Organizational Unit
Carolina Housing is committed to providing convenient housing that is secure, inclusive, and supportive. Students create a home in our on-campus communities, build life-long friendships and develop skills for their current and futures successes as they journey through their Carolina experience. In support of this mission, the department provides a comprehensive campus housing operation for approximately 10,000 residents including business services, residence life and education, family housing, administrative services, housekeeping, maintenance, human resources, marketing, and information technology. Within these operations, over 500 full-time, part-time, and student staff are responsible for 3.1 million square feet of residential space and an annual auxiliary budget of over $70 million. The department receives no State funding, which makes the operation unique in that it must manage both revenue and expense projections and budgets. The department is also dynamic in that it must continuously adjust to changes in student preferences, demand, rate levels, and a changing landscape of construction and renovation, and enrollment growth. Carolina Housing prides itself on being student-centered, data -driven and dedicated to continuous improvement. To that end, the department is amid implementing its five-year strategic plan and in the process of long-term capital planning that is likely to include renovation and new construction.
Position Summary
This position may be eligible for a hybrid work arrangement that may include a partially remote work location, consistent with System Office policy. UNC Chapel Hill employees are generally required to reside within a reasonable commuting distance of their assigned duty station.

The Human Resources (HR) Consultant position provides professional consultation in human resources best practices that support the organization in achieving stated business and strategic goals and objectives. The HR Consultant functions as a generalist covering the broad range of human resources subject matter areas including classification and compensation, recruitment and hiring, employee relations, performance management, training and development, wage-hour and leave administration, the Time Information Management ( TIM) system, and benefits. This is a position of high responsibility that includes policy interpretation and application; program administration and program development; and working directly with managers and senior leadership to identify, address, and resolve issues from a strategic perspective. This position requires a high level of technical knowledge and independent decision making. The role requires an excellent communicator with the ability to establish strong professional relationships with a diverse client group, excellent diplomatic and firm behaviors for legal compliance, collaboration with clients on consistent policy interpretation, and thorough knowledge of HR infrastructure and industry best practices for streamlining operations. Partnerships with the University's Office of Human Resources, Academic Personnel, Payroll, Equal Opportunity and Compliance ( EOC) Office, and other units are also critical to resolve problems and situations viably and efficiently. The position may research, facilitate, negotiate, develop, and document innovative solutions to human resources issues tailored to the requirements of the client and the organization. Confidentiality is an essential expectation of the position. The HR Consultant serves as the primary contact for the Carolina Housing department, and may serve as back-up to provide additional support to other units of Finance and Operations (F&O).
Minimum Education and Experience Requirements
Bachelor's degree and two years of progressively responsible professional human resources management experience; or equivalent combination of training and experience. All degrees must be from appropriately accredited institutions.
Required Qualifications, Competencies, and Experience
Excellent oral and written communication skills. Ability to utilize critical thinking and problem-solving skills when navigating complex and ambiguous HR matters. Ability to follow guidelines, regulations, and policies and the ability to interpret and explain complex policies and procedures in a clear and consistent manner to diverse audiences. Detailed-oriented, organized, and have the ability to prioritize competing tasks. Must demonstrate a customer service focused mentality. Must be flexible and possess the ability to easily adapt to change. Able to maintain high level of confidentiality with professionalism and discretion. Ability to develop and maintain positive working relationships. Ability to work independently with minimal guidance on multiple HR-related functions. Must have proficient computer skills and have working knowledge of Microsoft Office products (i.e., Excel, Word, Outlook & PowerPoint).Able to make recommendations and improvements related to HR processes and workflow.
Preferred Qualifications, Competencies, and Experience
Experience managing HR functions in a University setting, including student HR functions. Knowledge and expertise concerning the policies and procedures relating to UNC-Chapel Hill Human Resources to include classification and compensation, employee/management relations, recruitment and hiring, leave/payroll administration, employee benefits and performance management. Experience with UNC human resources systems ( RASR, TIM, PeopleSoft/ConnectCarolina, PeopleAdmin, LawLogix, Affiliate Request System, PAAT Transactions, Fund Swaps and Online Background Check Process), and two years of progressively responsible experience interpreting, applying, communicating, and promoting HR best practices. Thorough knowledge of UNC policies and procedures for both SHRA and EHRA positions.

Campus Security Authority Responsibilities

This position is designated as a Campus Security Authority in accordance with the Clery Act. This position will be required to report Clery crimes to the Clery Compliance Manager and complete annual training about reporting responsibilities.
