The Director of Facilities Planning is responsible for the oversight, planning, and execution of the university's physical development, including campus master planning, space management, and the coordination of capital projects. This position ensures that all facilities planning aligns with the university's strategic goals, adheres to regulatory requirements, and supports the institution's academic mission and sustainability initiatives.

Job Description Typical duties may include but are not limited to:
- Provides leadership on all architectural and engineering projects, facilities master plan, space planning and utilization, interior design, and capital planning to ensure alignment with University strategic plans, academic priorities, and sustainability initiatives.
- Works closely with senior leadership to identify facility needs, priorities, and potential projects
- Oversees the planning, design, and construction of major capital projects, ensuring projects are completed on time, within budget, and in accordance with quality standards.
- Promotes sustainable building practices and integrates sustainability into all facilities planning and development projects.
- Develops, maintains, and implements a strategic long range space plan, as well as establishes a plan for all University short term space needs. Ensures all University space is classified accurately and utilized efficiently in alignment with academic needs. Recommends and implements space use guidelines in accordance with state space utilization policies.
- Develops accurate project budgets that include all necessary components. Utilizes life cycle cost analysis decision making to optimize budgeted funds. Contributes to the annual review of the Public Education Capital Outlay (PECO) formula and other State of Florida funded projects.
- Ensures all facilities planning and construction activities comply with federal, state, and local regulations, including environmental, safety, and accessibility standards.
- Prepares and updates the annual and five-year capital plan.
- Collects, compiles, and submits data for required state reporting. Analyzes data for trends and makes appropriate recommendations for revision of existing policies or practices.
- Fosters collaborative relationships with peers at other institutions and national organizations to promote information sharing and facilitate benchmarking of goals and objectives.
- Provides fiscal management and administrative oversight of the department. Formulates and implements fiscal procedures. Provides oversight of all contracts, expenditures and purchasing.
- Negotiates fees based on a clearly defined scope of work and project schedule of requested services.
Other Duties:
- Performs other job-related duties as assigned.
- Serves as the University zoning official.
Additional Job Description Required Qualifications:
- This position requires either twelve years of directly related full-time experience or, as an alternative, a Bachelor's degree from an accredited institution in Business Administration, Construction Management, Architecture, Urban Planning, Engineering or closely related field and eight years of full-time experience directly related to the job functions.
- Progressively responsible and professional full-time experience related to the position.
- Proven track record of managing large-scale capital projects in a higher education or similar setting.
- Experience leading and developing employees, selecting and training qualified hires, and managing individual and team performance.
- Proficient with Microsoft Office (Word, Excel, and Outlook) AutoCAD and Revit drafting software, and CADD file management.
- Any appropriate combination of relevant education, experience, and/or certifications may be considered.
Preferred Qualifications:
- Master's degree from an accredited institution in Business Administration, Construction Management, Architecture, Urban Planning, Engineering or closely related field.
- Current state of Florida architecture or General Contractor license.
- Experience in the design and construction of major buildings over $4 million in at an institution of higher education.
- Experience with Florida State University System space utilization and reporting requirements.
Knowledge, Skills & Abilities:
- Knowledge of facility planning models within higher education.
- Knowledge of State of Florida building and construction codes and regulations.
- Knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership technique, and coordination of people and resources.
