Department Overview
UC Treasury manages over $130B in annual cash flows and serves as a systemwide partner in cash and liquidity management, banking services, and cash forecasting. While UC Treasury has been a part of UC's Office of the President for over 20 years, the team has recently witnessed an evolution in the group's purview and scope. The team's fundamental purpose was redesigned, shifting its focus from tactical processing to strategic partnerships throughout the UC system. The team continues to look forward as it embarks on advanced technology to improve and secure their systems, operations, and support to UC. UC Treasury is a key internal partner that further deepens our systemwide relationships.

Position Summary
We are seeking a detail-oriented and highly analytical Treasury Services Analyst 2 to join our organization. The Treasury Services Analyst will play a critical role in supporting our adherence to regulatory requirements, industry standards, and internal policies related to treasury operations. This position requires strong problem-solving skills, the ability to work collaboratively with cross-functional teams including UC locations, and a desire to learn about financial regulations. Works on problems of limited to moderate scope where analysis of situations or data requires a review of multiple factors. Exercises judgment within defined procedures and practices to determine appropriate action.

Key Responsibilities

  • 30% Maintains processes, systems and access control to all banking/treasury portal administration. Including supporting stakeholders in establishing new treasury services and other banking related solutions.
  • 20% Monitors and prepare accurate and timely reports on compliance activities (e.g., PCI), violations, and remediation efforts for management and regulatory authorities as required including dashboard administration. Assist in internal and external audit processes by supporting necessary documentation, administration, and implementation as required.
  • 15% Support team regarding treasury-related compliance policies, procedures, and controls, aligning them with regulatory requirements and industry standards. Tasks include administrative management of banking portals, updating, and upholding data integrity in the treasury management system (EBAM).
  • 15% Assist in documenting and implementing appropriate mitigation strategies as deemed by Treasury management. Support team as it relates to process improvements and automation to streamline compliance monitoring and reporting activities.
  • 10% Collaborate with cross-functional teams, including finance, legal, risk management, and internal audit, to ensure coordinated efforts in managing compliance-related activities and documentation.
  • 10% Assist with planning, development and maintenance of UC Treasury website and other communication tools. Support training sessions and workshops that educate treasury and other relevant personnel on compliance requirements and promote a culture of compliance within the organization.

  • Min 2 years of related and/or relevant experience

Skills and Abilities
Required Qualifications

  • Working knowledge of financial regulations and compliance requirements (e.g., Sarbanes-Oxley Act, anti-money laundering regulations). Familiarity with treasury services, banking products, and financial instruments.
  • Excellent analytical and problem-solving abilities with a keen attention to detail. Proficiency in data analysis, risk assessment, and compliance monitoring.
  • Demonstrated ability to effectively present information verbally and in writing clearly and concisely.
  • Proficiency in using financial software, and Microsoft Office Suite (Excel, Word, PowerPoint). Experience with compliance software or data analytics tools or treasury management systems are a plus.
  • Strong interpersonal skills with the ability to work collaboratively across departments and influence stakeholders to achieve compliance objectives. Possess inclusive behavior when working across departments and within the team.
  • High ethical standards and integrity, maintaining confidentiality and handling sensitive information appropriately.
  • Ability to work in a fast-paced, dynamic environment, and quickly adapt to changes in regulations, policies, and priorities.

  • Demonstrated commitment to professional development and staying updated on industry trends, best practices, and regulatory changes.
  • Learn and stay updated about relevant financial regulations, industry best practices, and emerging trends to support guidance and recommendations for compliance enhancements.
  • Support continued relationships with industry associations, regulatory bodies, and professional networks to stay informed about industry developments and regulatory changes.

Education
Required Qualifications

  • Bachelor's degree in related area and / or equivalent experience / training

Licenses and Certifications
Preferred Qualifications

  • Certified Treasury Professional (CTP)
  • Payment Card Industry Professional (PCI IP)
  • Change Management Certificate

Travel Requirements
5% Occasional campus visits, conferences and Treasury required onsite meetings.

SPECIAL CONDITIONS

This position is approved for a remote work arrangement in the State of California with the ability to be on-site as required at UC's Office of the President (UCOP) located in Oakland, CA. The person hired must reside in California.
