GENERAL SUMMARY/ OVERVIEW STATEMENT:

Performs all functions
of phlebotomist, including the more difficult cases. Troubleshoots problems and
follow up as appropriate. Works independently and is able to direct a team of
phlebotomists. Assists supervisor and manager with duties such as scheduling,
orientation, training and competency assessment. Assists supervisor with
administrative tasks as directed.


PRINCIPAL DUTIES AND
RESPONSIBILITIES:

1. Provides
oversight in the absence of the supervisor on weekends and holidays

a. Makes changes in the schedule as necessary.

b. Provides
adequate coverage/including offsite.

c. Uses sound judgment in handling problems. Notifies
supervisor or manager as appropriate.

2. Assists
the supervisor in the orientation and training of new employees; making certain
that all orientation and competency paperwork is complete and accurate. Assists
with annual competency assessment and documentation. Assists with performance
evaluations as appropriate.

3. Performs
all duties and responsibilities of a phlebotomist. Performs venipunctures on
difficult patients when phlebotomists are not able to obtain samples.

a. Identifies the patient according to department policies
and procedures.

b. Collects
appropriate vacutainer tubes and maintains stability as necessary.

c. Properly retrieves electronic orders from Collection
Manager and Epic as necessary.

d. Follows
all directions applicable to research protocols.

e. Uses proper phlebotomy technique and isolation
procedures as required.

f. Communicates necessary information concerning patients
and patient specimens to appropriate person in a timely manner.

g. Follows
all Infection Control guidelines.

4. Demonstrates
the skills and competence necessary to perform EKGs.

a. Identifies the patient according to department policies
and procedures.

b. Properly
attaches the leads to the patient.

c. Accurately enters the patient's information into the
machine.

d. Performs
the EKG and transmits the results.

e. Demonstrates respect of the patient and their privacy
at all times.

5. Performs
routine, STAT and timed heel sticks
on babies, inpatient and outpatient.

a. Understands the potential risks involved with obtaining
specimens from neonates.

b. Uses
proper phlebotomy and isolation techniques for neonates.

c. Identifies the patient according to department policies
and procedures.

d. Checks
collection site prior to leaving the patient.

6. Serves
as a resource for the phlebotomy and Lab Control staff.

7. Responsible
for ensuring efficient phlebotomy services in the designated area of
responsibility.

a. Ensures all phlebotomists have documented competency
for all tasks and duties as appropriate.

b. Arranges
breaks to minimize patient wait time. Immediately notifies supervisor or manager
of any delays.

c. Monitors and facilitates efficient workflow. Immediately
notifies supervisor or manager of issues.

d. Assists
with incident reports as directed by the supervisor.

e. Serves as the liaison between phlebotomy and other
areas to resolve issues.

f. Ensures that staff members demonstrate good customer
service skills; reports all issues to the supervisor.

g. Ensures
that phlebotomists take their schedule breaks. Monitors they take their breaks
on time and returning from breaks on time.

8. Responsible
for maintaining the condition, supplies and documentation in designated area of
responsibility.

a. Maintains a safe environment at all times. Immediately
notifies supervisor or manager of patient safety issues.

b. Maintains
lab requisitions in a neat and orderly manner for area of responsibility.
Transfers requisitions to Lab Control for off-site storage at the end of each
month.

c. Maintains phlebotomy logbooks as required.

d. Orders
and maintains an appropriate level of supplies. Ensures that expired supplies
are removed from the area.

9. Follows
procedures for Standing orders including:

a. Maintaining Standing order file for non-BWH patients in
a neat and orderly manner for designated area of responsibility.

b. Notifying
physicians of standing orders due to expire (non-BWH patients).

c. Ensuring that only active Standing orders are
maintained in the file.

10. Works
collaboratively as a senior member of the phlebotomy team:

a. Follows all department policies and procedures and acts
as a role model for other staff members.

b. Demonstrates
professional customer service skills.

c. Assists in the identification and resolution of issues.

d. Demonstrates
ability to effectively communicate with all team members, team leaders,
supervisors, managers and administrators. Adheres to the Code of Conduct
Policy.

11. Assists
the supervisor in tracking staff productivity for all shifts.

12. Responsible
for pagers and other hospital hardware.

a. Adheres to the pager and phone protocol and is
responsible for the communication devices.

b. Adheres
to the Epic and Collection Manager protocol and is responsible for care of the scanners,
batteries and printers.

13. Is responsible
to be aware of Joint Commission National Patient Safety Goals and to compile
with BWH hospital and laboratory policies and procedures.

14. Follows
all Infection Control guidelines throughout the venipuncture and heelstick
procedures. Ensures that staff is following established guidelines.

15. Required
weekend and holiday rotation according to the needs of the department.

16. Performs
all other duties as required.

Qualifications

1. High
School diploma or equivalent.

2. National
certification (ie, ASCP or ASPT) preferred.

3. Scores
"effective" or above on most recent performance evaluation. No active
corrective action on file.

4. At
least three years of phlebotomy experience preferred.

5. Demonstrated
ability to perform routine and STAT
venipuncture on adults and babies, as well as difficult patients.


SKILLS/ ABILITIES/ COMPETENCIES REQUIRED:

1. Requires
knowledge and practice of proper aseptic techniques necessary to prevent injury
to self and patients.

2. Ability
to perform more difficult venipunctures.

3. Requires
basic knowledge of the anatomy and physiology of veins and neonates' heels.

4. Required
ability to interpret electronic orders or lab requisition and select
appropriate vacutainer tube(s) for collection.

5. Standing
and walking for 90% of the time and some physical effort to transport supplies
and specimens.

6. Must
have basic computer knowledge of Windows, Outlook, Epic, Collection Manager and
Sunquest.

7. Ability
to work collaboratively as a senior member of the laboratory team and to assume
oversight in the absence of supervisor.

8. Must
demonstrate sound judgment.

9. Must
have the ability to interact with physicians, nurses, and coordinators on
nursing units.

10. Must
have the ability to interact with patients and their families.


WORKING CONDITIONS:

1. Extremely
busy work environment.

2. Potential
exposure to needle sticks and punctures from other sharps.

3. Exposure
to patients with infectious diseases. Must take appropriate precautions according to Infection Control and
laboratory guidelines.

4. Required
weekend and holiday rotation according to the needs of the department.

5. Rotation
in all labs required when needed.
