Description THE ROLE The Director of Clinical Operations for Providence Women's Health Services in Oregon provides on-going leadership and operational oversight of 6 women's health clinics and 4 lactation clinics throughout the Portland, OR metro area. Responsible for the design, development and implementation of management and operational systems to assure cost-effective and quality operations in an environment of high growth and constant change. Leads managers and staff and continuous improvement of clinical best practices. Ensures patient care and access to services, in a timely manner that is sensitive to the patient's physical, psychological, and spiritual needs. Partners with senior leaders on administrative and operational challenges and enhancements. Leads or participates in region-wide special projects, committees, or task forces. Partners with Regional Medical Directors on matters that impact clinic provider professional activities or performance. Represents the cancer program to promote strategic alliances with internal and external health system partners to achieve coordinated and integrated care models. CHALLENGES:
- Provides support for and responding to the needs of providers practices with varying cultures and practice styles.
- Works on projects and programs that are highly visible or controversial.
- Implements common policies and procedures for multiple delivery locations.
- Ensures the continued growth, strength, and stability of the medical group while ensuring optimal stewardship of scarce resources.
- Provide an environment of optimum patient, provider and employee satisfaction.
- Balancing the sometimes-conflicting goals and objectives of multiple stakeholders representing multiple interests.
- Maintains availability and presence in multiple clinics and other locations when car travel is required for frequent visits at clinics and other meetings.

ESSENTIAL FUNCTIONS:
- Provides overall direction and leadership to 6 women's health clinics and 4 lactation clinics in the Portland Metro area.
- Assures compliance with the laws, rules and standards of regulatory bodies and accreditation agencies.
- Provides relevant operational feedback to and from providers, managers, medical center, program administrations and staff involved in operations and programs so as to recommend and influence strategic and tactical program modifications and changes in direction.
- Hires, trains, guides, evaluates and provides leadership for clinic managers to support the infrastructure needs of day-to-day operations of the clinics.
- Identifies and implements consistent policies, procedures and practices to gain operational efficiencies.
- Assists in the development and revision process of policies and procedures.
- Collaborates where appropriate with research teams to assure forward progress and innovation in cancer care.
- Guides and supports Clinic Managers and Clinic Medical Directors in developing goals and annual operating budgets and assure that the individual clinics are operated within budget guidelines and are meeting stated quality and productivity objectives.
- Participates in budget/space/capital planning related to clinics. Monitors clinic budgets, including revenue, productivity and expenditures.
- Assures and supports Clinic Managers in developing planning and developing programs and services at the clinic level to assure cost-efficient and high-quality service.
- Supports Clinic Managers in developing goals and administering oversight mechanisms to assess patient and provider satisfaction and develop corrective actions as necessary.
- Oversees and assures an effective training and development system for Clinic Managers and their staffs.
- Develops processes for effectively starting new clinics, including forming effective teams, providing strong communication processes around project implementation, maintaining project deadlines and developing effective workflow processes for each new location.
- Periodically assesses workforce needs of the clinic operations and assure the appropriate recruitment of skilled personnel.
- Continually examines the operations of the clinics to assure and improve cost-effective operations at all levels.
- Instills a quality improvement attitude and work ethic within the clinic (i.e. create a proactive culture based on teamwork and mutual respect). Ensures that all staff are focused on building strong relationships with all stakeholders and customers.
- Creates a 'customer focused' environment.
- Assures and supports Clinic Managers in providing mechanisms for orientation and practice of PHS mission for all staff.
- Advises and partners with leadership on matters relating to clinical and professional issues within the clinics.
- Promotes an environment that inspires pride and commitment among all employees and provides satisfaction to patients, and their families, providers and employees.
- The Clinical Director MAY perform the following essential functions in addition to their regular role.
- Lead the development of a multi-year growth plans for the medical specialties' portfolio.
- Lead business development activities across the portfolio of programs including opening new locations and potentially acquiring existing practices and locations.
- Collaborate closely with acute care leaders.
- Lead program development activities across the portfolio of programs including research, foundation support, telehealth and innovation.
QUALIFICATIONS
- Bachelor's Degree - Preferably Business and/or Healthcare related
- Master's Degree in Healthcare Administration or Business Administration (preferred)
- 5 years of experience in medical group management or healthcare organization at a senior level (preferably with a large matrixed organization with multi-site locations), including experience in change management, financial management, quality management, risk management and business growth and development in a large medical group or health care model
- Worked directly with healthcare leadership team including physicians
- Demonstrated ability to monitor process, progress and results by holding direct reports accountable
- Ability to learn and integrate new information and processes quickly and lead others toward an objective
- Demonstrated knowledge of the health care environment, hospital and medical office policies and procedures and human resource management practices
- Demonstrated independent thinking, judgment and decision-making abilities
- Demonstrated excellent physician and mid-level provider relationships
- Excellent planning, organizational, financial and budget management evaluation, implementation and problem-solving skills
- Strong skills in strategic planning and meeting facilitation
- Demonstrated ability to monitor process, progress and results by holding direct reports accountable
- Excellent written, verbal communication and presentation skills
- Ability to work collaboratively with other operational units with Providence Health System
