Who You Are:

Versar is seeking a USACE certified Construction Manager to work at a project jobsite in Gratiot County, Michigan. The onsite Construction Manager shall be physically located in Michigan.

*This position is contingent upon award of contract.

What You'll Do:

The Construction Manager will monitor and oversee the work performed by Versar and ensure it is conducted in accordance with contractual requirements and agreed schedules.

At a minimum, the Construction Quality Control Manager (CQCM) must provide the following services during implementation of remedial activities at the jobsite:

  • Review Versar's deliverables including, but not limited to, Mobilization Plans, Construction Quality Control Plans, Waste Management Plans, HASPs, SESC, Demobilization Plans, etc.
  • Provide day-to-day management and oversight of Versar's Engineer/Construction Manager on site.
  • Organize and lead weekly field construction meetings. The agenda of the weekly construction meetings must include resolving in a timely manner all issues that arise from execution of the work including but not limited to matters of quality, quantity, schedule, personnel, and payment.
  • Participate in weekly program status meetings with EPA/USACE. The CQCM must prepare a standing agenda. Agenda topics must include, but not be limited to status reports for on-going activities, health and safety updates, and environmental monitoring and compliance. The CQM must maintain an action item list, identifying the issue/action, responsible person, date action identified; date resolved and/or scheduled to be resolved.
  • Keep comprehensive project records consistent with the data management plan. Versar must maintain a record, log, and/or file in electronic format that will become the property of EPA/USACE upon completion of work or termination of this Contract. At a minimum, the following items/records must be obtained, accounted for, and maintained:
  • Meeting minutes
  • Correspondence
  • Drawings and any modifications
  • Change orders
  • Permit applications and permits
  • Submittal logs
  • Request for Information (RFI) logs
  • Submittal samples and reports
  • Operation and maintenance instructions
  • Daily inspection records
  • Marked-up sets of field prints showing as-built conditions as work sections are completed
  • Pictorial progress report of work being performed. Photos must be taken at intervals sufficient to document work progress. Each photo must be identified as to project, location, activity/subject matter, date, time, and photographer.
  • Monitor adherence to SAP/QAPP, the site-wide HASP, , the SWPPP and the SESC Plan.
  • Review construction schedules submitted by Versar to ensure that they comply with contractual requirements.
  • Monitor construction schedule to ensure compliance with construction contracts and recommend remedies if deviations affect performance period, milestones, scope, or cost.
  • Inspect and verify locations, dimensions, and orientations of structures and excavations. Includes USACE Three-Point inspection process including Preparatory Meetings, Follow-up Inspections, etc. for each DFOW.
  • Conduct confirmation sampling in excavations and effluent sampling, and other sampling activities identified in the site-wide SAP.
  • Prepare and submit technical and project memoranda in response to RFIs or other questions to EPA/USACE, as necessary.
  • Review and advise the CO on any proposed schedule of values submitted by Versar.
  • Ensure that all site compliance plans are satisfied, such as the Soil Erosion and Sedimentation Plan and the Stormwater Pollution Prevention Plan, etc.
  • Review Versar's payment requests and invoices and recommend actions.
  • Review shop drawings and submittals and enter all submittals in USACE RMS.
  • Assess any proposed changes to drawings and specifications and provide technical recommendations.
  • Monitor and document activities in support of the Project, including work completed by subcontractors.
  • Monitor and inspect construction activities and advise EPA/USACE on quality control issues and quality assurance challenges, such as non-compliance with standards, or potential problems that could affect schedule, scope, cost, or safety.
  • Advise EPA/USACE of actual or potential problems (technical, legal, political, or otherwise) and Versar or subcontractor actions that may adversely impact project implementation or increase risks to EPA/USACE.
  • Conduct inspections of Versar's work products and prepare memoranda of recommendation of final acceptance to EPA/USACE within 3 business days of the inspection. Each memorandum must include an unequivocal "yes" or "no" on whether Versar or the implementing contractor (subcontractor) followed the work requirements.
  • Review and advise the COR on Versar's operations and maintenance (O&M) manuals, and other technical documents as requested by the COR.
  • Review as-built drawings as well as any other documentation required in the construction contracts to ensure they are submitted properly.
  • Monitor, report, and take the necessary measures to assure proper closeout of the construction contracts for the project.
  • Promptly prepare and/or review Versar's claims for extensions of time, payments of extra work, and other similar matters and provide to the COR.
  • Assist with claims and requests for equitable adjustment, such as providing expert testimony.
  • Play a key role in the review analysis and in making recommendations to EPA/USACE in the event of a claim or litigation between the Government and Versar. In the event of litigation or any alternative process between the said parties for the resolution of claims undertaken or defended by EPA/USACE, provide expert opinion and recommendations to protect Versar's interests such as preparing for and serving as a witness in any public or private hearing or other forum related to project execution.

What You'll Bring:

  • Bachelor's degree in engineering, architecture, or construction management preferred or 10-yrs. Demonstrated experience as a Construction Quality Control Manager/Supervisor for a construction or environmental firm in lieu of a Bachelor's degree, but Bachelor's degree preferred
  • At least 10 years of experience in the construction sector with a minimum of 5 years of experience as a Field project manager or Field superintendent for civil works and/or earthwork of any size with strong environmental remediation support for such work
  • Significant understanding of the range of environmental Remediation Action projects (excavation of contaminated soil, groundwater treatment, plant construction, in situ treatment techniques, uses of chemical and/or biological amendments to achieve cleanup, hydraulic and hydrologic manipulation of streams and rivers, dewatering, etc.)
  • Five years of professional experience directly managing construction projects or providing construction management oversight with verifiable satisfactory performance
  • Five years of professional experience and familiarity with hazardous material handling as well as workplace safety and construction quality assurance and/or CHMM certification
  • Fluency in written and spoken English with effective communication skills
  • Demonstrated knowledge of typical building codes and requirements associated with environmental remediation and construction of infrastructure
  • Professional construction manager and PMP certification preferred (CMAA, CMI, or PMP-CP).
  • Completed the following trainings (completed and verified prior to start):
    • OSHA 40-Hour Hazardous Waste Operations and Emergency Response (HAZWOPER) Training
    • U.S. Army Corps of Engineers (USACE) EM 385-1-1 Training with applicable demonstrated experience of not less than 10 years
    • 30-Hour U.S. Occupational Safety and Health Administration (OSHA) Construction Safety and Health
  • Successful results of preemployment screenings, including federal background check, MVR, and drug screen
  • Comply with company drug and alcohol policy.
  • Be authorized to work in the US or will be authorized by the successful candidate's start date.

Location Requirements

The position will primarily work onsite in Gratiot County, Michigan.

Compensation

Expected Salary: $150,000 - $175,000 per year
