Hill International is seeking a Sr Construction Manager in Miami, Florida

This position will support the Client's Program Development leadership with critical aspects of the implementation and construction of an on-going program. As such, candidates for this position should be familiar with and advice on related matters like policies, procedures, best practices, risk management, negotiations, logistics, construction phasing and sequencing, stakeholder engagement, reportable program metrics and KPIs as well as strategic advisory in partnership with the Client. Listed below are some of the responsibilities associated with this position.


  • Assist the Client in all aspects of required field and office construction support and oversight
  • Assist in the development of PM/CM with change management, invoicing procedures, budget and schedule monitoring processes, quality management, safety oversight, and project specific procedures including communication/coordination plans for the project
  • Evaluate and advice on CIP construction logistics in the context of potential impacts to airport operations, geographical and scheduling project scope overlap, competing/share interests, sequence of implementation, among others
  • Support management of construction contracts
  • Support and manage preconstruction planning activities and meetings with all stakeholders
  • Review the contractor(s) as-planned CPM schedule and confirm scope of work, cost loading, incorporation of any phasing requirements, logical construction sequencing and adequate staffing resources for compliance with the overall CIP
  • Provide design input and support-during construction
  • Ensure compliance and enforcement of all applicable local, state and federal regulatory requirements
  • Provide change order review
  • Review and recommend on monthly consultant and/or contractor invoices
  • Participate, as needed in construction progress meetings and project team meetings
  • Assist with resolution of issues/conflicts
  • Assist to expedite procurement schedules
  • Assist with plan reviews and permits
  • Assist with budget management
  • Assist with minimizing of scope changes
  • Assist with inspection and identification of deficiencies in construction, materials and/or workmanship
  • Oversee and coordinate the quality assurance/quality control plan and processes
  • Support the supervision of testing and commissioning
  • Maintain on-going and consistent contact with the Client
  • Coordinate the development of monthly project reports for the client
  • Coordinate work windows with the stakeholders and contractor(s) to maximize productivity
  • Minimum 10 to 15 years of construction experience with aviation projects
  • Bachelor's degree in architecture, aviation, business, engineering, construction management
  • Master's degree preferred
  • Relevant Professional Licensure &/or Certifications are strongly preferred
  • Licenses may include PE, CGC, RA.
  • Certifications may include AAAE, CCM, LEED, PMP, etc.
  • Detailed knowledge of construction means and methods and industry best practices
  • Has demonstratable specialized experience/area of expertise
  • Must possess and maintain excellent client relationships
  • Must be knowledgeable with Microsoft Office Suite, Word and Excel software programs
  • Must be knowledgeable and experienced with the principles of effective communication and supervision
  • Must possess leadership skills and be able to effectively lead and manage teams
  • Must be self-motivated and have strong interpersonal skills
  • Must possess excellent verbal and written communication skills
  • Must be local to Miami or willing to relocate. This is an onsite position at Miami International Airport
