PROPEL Health Burkina Faso, Health Finance Advisor Project Overview and Role: PROPEL Health is a USAID-funded five-year project awarded to Palladium on September 23, 2022. PROPEL Health aims to improve the enabling environment for equitable and sustainable health services, supplies, and delivery systems through policy development and implementation; adequate, predictable, and sustainable health financing; enhanced government stewardship, transparency, and accountability; and use of evidence-based advocacy approaches at global, national, and subnational levels to promote best practices. The project focuses on family planning/reproductive health (FP/RH), and the integration of FP/RH with HIV and maternal and child health (MCH).
Our transformational technical strategy prioritizes localizing policy, advocacy, financing, and governance (PAFG) leadership, technical assistance, and capacity development to enhance resilience and sustainability. PROPEL Health's country teams serve as the technical and implementation driving force for Mission buy-ins and country-based, core-funded activities. The project actively supports USAID's localization strategy by drawing on local actors to co-create country designs and lead implementation, monitoring, and evaluation.
In Burkina Faso, PROPEL Health aims to: 1) strengthen resource mobilization and alignment of technical and financial partners with a focus on innovative financing; and, 2) support implementation of health insurance reforms to advance progress towards universal health coverage. More specifically, PROPEL Health will work closely with local actors to identify innovative financing mechanisms and develop an advocacy agenda, increase financial commitments of municipalities, design and advance strategic purchasing policy, and implement health insurance reforms to transfer payment and control functions to the Caisse Nationale d'Assurance Maladie Universelle (CNAMU).
To achieve these aims, PROPEL Health is recruiting a Health Financing technical advisor who will work closely with the PROPEL Health Country Director, government counterparts, and key stakeholders to catalyze the achievement of the following outcomes/results:
- Identify innovative financing mechanisms and develop an advocacy agenda.
- Increase in financial commitments from municipalities
- Development of a strategic purchasing policy
- A training module on transformational leadership in health financing is developed and delivered
- The capacities of local authorities are strengthened in resource mobilization
- Collaboration between health districts and municipalities for the management of transferred resources is improved
Primary Duties and Responsibilities:
- Strengthen the functioning of the formal Regime
d'Assurance Maladie Universelle (RAMU) consultation committees, including working with the CNAMU on the implementation of recommendations and commitments. - Support the Health Financing Working Group
to coordinate with government actors, implementing partners, and the private sector to facilitate multisectoral approaches for strategic reforms, programs, investments, and implementation. - Work with municipalities to improve PHC financing .
- Engage and empower municipalities, , local government bodies, community members and other key actors to strengthen the enabling environment and remove barriers with a focus on elevating FP, RMNCH, malaria, and nutrition activities.
- Support planning of the transfer of purchasing/payment
and oversight/control functions from Ministere de la sante et de l'hygiene publique to CNAMU. - Support the design of a strategic purchasing policy in BF.
Required Qualifications:
- Advanced degree in relevant area of study: master's
in public health, Finance, Health or Development Economics. - Minimum 5-8 years of experience in public
health, health financing, health economics, and policy formulation, or experience in other fields related to the duties described above. - Strong diplomacy, collaboration, and
consensus building skills are highly desirable. - Experience working with local, national, and
international development partners and projects. - Strong interpersonal, writing, presentation,
and organizational skills are required. - Demonstrated problem solving, analytic,
financial, and evaluative skills. - Demonstrated experience synthesizing
information into non-technical presentations and reports. - Attention to detail and ability to
effectively and efficiently perform multiple tasks and balance competing priorities often within a required timeframe. - Professional and mature demeanor and
conduct. - Ability to respond and adapt quickly to
changing requirements and competing demands. - Ability to take initiative and/or respond
independently to situations. - Fluency in French and English required.
