OREGON YOUTH AUTHORITY Procurement & Contract Specialist 2 Salem - OYA Equitable Building - Financial Services Department

OYA is seeking a seasoned Procurement & Contract Specialist 2. This role is a vital part of our Financial Services Department, which provides comprehensive statewide financial, contractual, and accounting services, and OYA payroll services. Our dedicated team of 20 professionals ensures smooth operations and adherence to statewide rules and policies. The Procurement & Contract Specialist 2 will oversee agency-wide procurement and contract services, offering functional direction to ensure that contracts-ranging from personal services, trade services, architectural and engineering, public works, intergovernmental, interagency and interstate contracts-are legally sound and technically adequate. Key responsibilities include analyzing, monitoring, and evaluating contract files, and preparing and managing Requests for Proposals (RFPs) and other solicitation documents to secure services for OYA's youth in alignment with our mission and values.

Your Role:

  • Purchase of materials, supplies, and equipment using State Purchasing and SFMA systems.

  • Write small procurement and intermediate solicitation documents including contracts and agreement with other entities to develop cooperative procurement contracts and agreements.

  • Apply knowledge of general insurance and contractual principles for accurate monitoring of vendor/contractor insurance liability policies.

What You Need to Qualify:

  • Four years procurement and contract experience related to the position. Two of the four years must have been at the professional-level such as developing and administering standard contracts, agreements, or solicitations.

OR;

  • A bachelor's degree and one year of professional-level procurement and contract experience related to the position.

OR;

  • Any combination of experience and education equivalent to four years of procurement and contract experience related to the position.

  • Oregon Procurement Basic Certification (OPBC).

  • Knowledge and experience with public procurement practices including State of Oregon procurement laws, rules, and requirements.

  • Ability to apply an Equity Lens to all elements of daily work.

  • Experience working in a collaborative work environment.
