Salary: $75,000 to $80,000 Duties & Responsibilities
- The Workforce Development Program Manager is responsible for supporting and monitoring the delivery of high-quality programs, in accordance with contract specifications, by supervising all Workforce Development Specialist. This includes but is not limited to the management of Work Based Learning budgets and tracking, including daily project management; building partnerships to secure job placements for clients, the ability to interpret Labor Market Information; performance management; contract compliance; and resource allocation. To succeed in this role an applicant must possess strict attention to detail, timeliness, proficiency of electronic systems, and the ability to build relationships with staff and community.
- Supervise all Workforce Development contracted activities and services at assigned sites to ensure model integrity and contractual compliance.
- Interview, hire, train, and directly supervise staff at assigned program. Responsible for conducting performance evaluations for assigned staff, as well as other evaluation tools for measuring outcome performance.
- Maintain program/department entry into data systems through accurate and timely input of referrals, client and/or staff demographics, billing, attendance, event, and assessment data.
- Facilitate and coordinate/attend activities in the community relating to employment services. Connect with employers and community organizations on a frequent basis to market and enrich the program and the success of participants.
- Ensure regular contact with employers to monitor employment satisfaction and to suggest refinement of requirements to better prepare participants and meet employer hiring needs. In doing so, seeking to maintain a positive relationship with our partnered employers.
- Work with clients to develop assigned subsidized placements, accurately complete Worksite Agreements, and review policies and processes with participants and employers.
- Develop and/or strengthen relationships with local employers, colleges, military, and social service agencies leading to fulfillment of contractual objectives.
- Monitor and manage the entry of data collected on client and employer activity in internal and/or state systems. Maintain accurate participant records by performing filing and general clerical functions.
- Track and report placement activities and work with staff to identify job placement concerns based on these reports. Assist in proposing solutions to better serve both client and employer.
- Program marketing, minimum one event per quarter (Specialized Recruitments, job fair).
- Understanding of Labor Market Information, Demand Occupations, and trends in employment.
- Ability to travel as needed to perform duties of the job.
Qualifications
- Bachelor's Degree in Business Administration, Social Work, Human Services or related field required. May substitute an Associate Degree with four years of experience. May substitute 10 years of related experience if no degree.
- 3+ years of relevant work experience hiring, training, and managing staff. Experience working with the targeted population preferred.
- Ability to assume responsibility without direct supervision; to exercise initiative, judgment, decision-making, and flexibility. Excellent interpersonal communication, detail-oriented, analytical approach, verbal and written communication, adaptability. Able to maintain confidentiality, commitment to professional standards and personal development. Strong organizing and planning skills. Additionally, the ability to work effectively with a diverse group of participants, staff, and community is necessary, with sensitivity to the cultural and socioeconomic needs of the service population.
- Must successfully pass a background screening process, including, but not limited to, state, local, and funder criminal background check requirements. Required to pass a drug screen in compliance with our Substance Abuse and Drug-Free Workplace policy.
