Job Summary

Perform quality control /assurance/ of the Building Operations Support (BOS) services at the Mark Center in Alexandria, VA. This includes the mechanical/electrical/plumbing (MEP) and custodial subcontractors, vendors (e.g., elevators, escalators, boilers, chillers, generators, etc.), and IDIQ construction and repair projects. Ensure compliance with the contract Performance Work Statement and Performance Requirements Summary. Continually drive improvement through proactive problem solving. Support the BOS vision and objectives. Position reports directly to the Quality Manager.

Primary Duties

  • Independently conduct quality inspections/reviews with emphasis on our MEP subcontractor and technical vendors (e.g., elevator and escalator maintenance; security doors, turnstiles and gates, boilers, chillers, generators, etc.). Interact and coordinate with the MEP team and SSI leadership to help ensure contract requirements are met or exceeded, and MEP work is performed accurately and timely.

  • Utilize Maximo, a computerized maintenance management system (CMMS), for QC documentation. Attend training and quickly become a proficient user of the software features and capabilities. Independently write reports clearly and accurately so issues are easily understood by both a technical and non-technical audience.

  • Oversee project quality control plan for IDIQ projects by executing submittal review process, three phase control system, material inspection, QA/QC/safety inspections and documentation.

  • Provide administrative support to the Quality Manager; manage and maintain records and inspection documentation; track status of issues, inspections , etc., and ensure timely closeout; generate monthly status report.

  • Periodically evaluate the status of programs/issues through research, data collection, and data/trend analysis. Draw valid conclusions and recommend/implement improvements in coordination with responsible party. This requires knowledge and experience in trouble-shooting building systems (e.g., back-up generators, UPS, boilers, chiller plants, switchgear, water chemistry, heat exchanger, etc.).

  • Provide quality recommendations to SSI management on best business practices to improve performance and increase customer satisfaction. Assist the BOS team in the achievement and retention of LEED EBOM certification for the Mark Center.

Additional Duties

  • Assume Quality Manager roles and responsibilities as needed for all quality aspects of the Base Operations & Support (BOS) contract at the Mark Center.

  • Drive continual quality improvement in a facilities management service environment by recommending process improvements.

  • Assist in the quality assurance and quality control in functional areas and participate in Leadership Walkthroughs/Open Forums.

  • Apply knowledge of ISO 9001:2015 to ensure SSI at the Mark Center maintains its certification.

  • Respond to unforeseen programmatic situations needing an initial response and assessment. Transpose handwritten notes into electronic form.

  • Create corrective action documentation for quality investigations and communicate status of open actions to the Quality Manager and others as required.

  • Track and verify effectiveness of corrective actions.

  • Assist in the training of non-quality staff for the overall improvement of the quality management system.

  • Perform other responsibilities as assigned.

Qualifications: Education, Experience, and Certification(s)

  • US citizen or permanent resident with minimum 3 years of residency status in US.

  • Ability to clear government employment background check.

  • Bachelor's degree in engineering, construction management, or related field required.

  • Five years of experience in construction quality control of commercial/industrial projects or quality control/assurance inspections in facility management services with emphasis on building mechanical, electrical systems, and masonary or carpenting required.

  • Possess or immediately obtain CQM (Construction Quality Management) certification from USACE (US Army Corps of Engineers).

  • Experience with USACE CQM three-phase control system required.

  • Experience with USACE EM 385-1-1 or OSHA 10/30 in general industry or construction preferred.

  • Thorough knowledge of construction materials and processes required.

  • Thorough knowledge of submittal review process required.

  • Experience in hazard identification and safety compliance required.

Knowledge, Skills, and Abilities

  • Ability to ensure workers comply with safety standards (construction or facility services), working knowledge of OSHA regulations.

  • Experience with ISO 9001:2015.

  • Ability to analyze complex documents such as spreadsheets and procedure manuals, read blueprints and drawings, review codes and regulations, analyze graphs and tables, and monitor trends.

  • Ability to independently write reports clearly and accurately.

  • Strong organizational and analytical skills; attention to detail and accuracy is essential.

  • Ability to manage multiple diverse projects at one time.

  • Ability to work effectively in a fast-paced construction environment.

  • Strong leadership skills.

  • Proficient in Microsoft Office Suite.

  • Strong written and verbal communication skills.

  • Ability to take initiative, demonstrate resourcefulness, and work with minimal supervision/direction.
