Position Summary
The Associate Vice Chancellor for Campus Operations provides the support necessary to create and maintain an environment conducive to the achievement of the University's educational goals through Campus Operations, Design & Construction, and Physical Plant Management. The Associate Vice Chancellor for Campus Operations is the senior administrator responsible for directing overall facilities planning, design, construction, operation, and development for the 417 acre campus with about 52 buildings that exceed 1,635,000 gross square feet.

  • The individual in this position is responsible for planning, directing, and coordinating the management of campus operations.
  • This includes the management of all maintenance and repair operations, including building maintenance, housekeeping operations; landscaping of grounds; supporting special campus events; and off-campus property leasing and management programs.
  • In addition, it includes various campus support services: Campus Mail Services; Central Stores; Central Shipping and Receiving; Central Warehousing; campus Surplus Operations; the campus Recycling and Waste Reduction programs; and campus Hazardous Waste Management.
  • Reporting to the Associate Vice Chancellor are the Manager of Building Operations and Maintenance; Manager of Grounds, Landscape Design and Development; Manager of Housekeeping, Mail; Shipping and Receiving; Customer Service Coordinator, Capital Project Coordinator; Campus Operations Accountant; and the Work Order Administrator
  • This involves overall responsibility for about 76 employees. This employee directs, supervises, plans, reviews, and evaluates the work of his subordinates, develops and makes adjustments to objectives, assignments, schedules, and priorities.
  • The Associate Vice Chancellor sets the overall tone for operations, and is the main conduit for information between supervised areas and the UNCA administration and campus members in general, as well as the local community. This employee makes the final technical decision in a wide variety of areas, decides whether work can be done in-house or contracted out, and advises management concerning the technical aspects of maintaining, replacing, or renovating equipment and facilities.


The nature of this position dictates much involvement in the overall operation of the University. The employee in this position makes daily decisions that generate changes in campus activities and procedures, and interacts with various levels of campus personnel in the process of implementing these. This includes personal contact with high level decision-making for proper operation of the University.
Due to the high visibility of all long-term and daily transactions as it pertains to planning, new construction, renovations, or day-too-day maintenance, all transactions initiated or authorized by this position must take into account timing and completion schedules and the dynamics of inter-personal relationships on campus. It is important to minimize disruptions to the daily business of the University and to take the unilateral actions necessary to assure proper and timely actions. This requires a constant flow of information to and from this office and the rest of campus.

Required Education/Experience/Skills
This position requires possession of post baccalaureate credentials and/or a Bachelor's degree and equivalent independent experience.
Preferred Education/Experience/Skills
Graduation from a four-year university with a degree in civil, mechanical of electrical engineering and at least ten years of experience.
Knowledge, Skills and Abilities

  • In-depth knowledge of the maintenance and repair of large operational units.
  • Ability to prepare and administer budgets for physical facilities.
  • Ability to plan and direct the work of employees.
  • Ability to establish and maintain effective working relationships with employees and with the organization's administrative leadership.
  • Considerable knowledge of construction, construction management, and maintenance, repair, and renovation of facilities.
  • Knowledge of the tools and equipment used in the installation, repair, maintenance, and operation of various structures and systems on a university campus.
  • Thorough knowledge of the principles and techniques involved in the programming of buildings and other facilities and of the State property system.
  • Considerable knowledge of the engineering, construction, and design of buildings and other facilities. Working knowledge of building materials and their uses.
  • Working knowledge of the types and physical layout requirement of educational and other buildings and facilities.
  • Ability to interrupt and, if necessary, to prepare drawings and specifications for such structures and systems.
  • Ability to plan and direct the work of subordinate employees.
  • Ability to establish and maintain effective working relationships with campus employees, with the UNCA administrative leadership, with consulting architects, engineers, and representatives from various State and Federal agencies, and with representatives of community organizations.
  • Ability to coordinate a variety of operations that must come together for a common goal.
