Civil Service Title- Confidential Strategy Planner

The New York City Department of Transportation, Division of Bridges, seeks to hire a Contract Specialist to assist in reviewing and processing change orders or amendments of existing contracts to ensure adherence to agency requirements and city contracting regulations. The Contract Specialist will also assist in reviewing and processing the Divisions Force Accounts Agreements between the NYCDOT Division of Bridges and the six rail lines operating in the five boroughs. The selected candidate will report directly to the unit's Senior Director.

The additional duties and responsibilities include, but are not limited to, the following:

Audit internal policies and procedures, present findings, and recommendations for improvement, and develop new ones as required.
Prepare analytical and other reports and/or surveys; recommend appropriate changes in divisional policy, procedures and/or practices to management.
Stay updated on regulatory changes and industry best practices related to capital eligibility and incorporate these into client solutions and recommendations.
Review and analyze capital eligibility clauses within contracts to ensure compliance with relevant regulations and industry standards.
Assist in the procurements for goods and services, utilizing various procurement methods.
Assist in the review and process of contract change orders or amendments.
Review for completeness, approvals, and payment invoices.
Coordinate force account contracts and invoice payments.
Management of summary reports as they relate to change orders spreadsheet.
Perform other related assignments and special projects may be required.

Preferred Skills
Understanding of NYC Procurement Policy Board (PPB) Rules.
Understanding of NYC Comptroller's office Directives including 1, 7, 10.
Knowledge of NYC Capital Budget Cycle
Knowledge of City systems such as FMS and Passport, etc.
Advanced Proficiency in Microsoft Office - Excel, Access, PowerPoint and Projects.
Attention to details to manage and review contracts and agreements.
Outstanding communication and writing skills

Minimum Qualifications

A Baccalaureate degree from an accredited college or university and three years satisfactory full-time experience related to the projects and policies to be studied in the
particular position.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
