This position has career progression. If you are selected at a grade level lower than the full working level, you may be non-competitively promoted as your career progresses. For example, you may be hired as a GS-05, but if the position has career progression to GS-11, then you may move from a GS-05 to a GS-11 in as little as three years. Requirements

You must meet the following requirements by the closing date of this announcement: QUALIFICATION REQUIREMENTS: SPECIALIZED EXPERIENCE GRADE 07: You must have at one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service. Specialized experience for this position includes: Experience that requires a range of analytical and evaluative methods and techniques, both qualitative and quantitative, sufficient to accomplish projects or studies involving programs, systems and issues that impact expected outcomes. Experience interpreting and applying policies, regulations, business processes and/or precedents to meet compliance requirements. Experience writing or editing business/technical documents. Experience applying project management principles and processes to perform duties to complete, coordinate and integrate project/program objectives and recommendations. Experience communicating effectively both orally and in writing with internal and external stakeholders. SPECIALIZED EXPERIENCE GRADE 09: You must have at one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes: Experience that requires a range of analytical and evaluative methods and techniques, both qualitative and quantitative, sufficient to accomplish projects or studies involving programs, systems and issues with impact on multiple locations, programs and/or organizations; Experience interpreting and applying policies, regulations, business processes and/or precedents to meet compliance requirements. Experience writing business/technical/research documents. Experience applying project management principles and processes to perform duties to complete, coordinate and integrate project/program objectives and recommendations. Experience communicating effectively both orally and in writing with internal and external stakeholders. SPECIALIZED EXPERIENCE GRADE 11: You must have at one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes: Experience with contract related assignments that require a range of analytical and evaluative methods and techniques, both qualitative and quantitative, sufficient to accomplish projects or studies involving programs, systems and issues with impact on multiple locations, programs and/or organizations; Experience interpreting and applying procurement and financial laws, policies, regulations, business processes and precedents applicable to contract administration; Experience assisting with initiating funding requests for contracts, writing technical documents for the contract (e.g., Statement of Work and Quality Assurance Surveillance Plan), preparing Government Cost Estimates, and other required planning documents; Experience applying project management principles and processes to perform duties to complete, coordinate and integrate project/program objectives and recommendations; Experience communicating effectively both orally and in writing with internal and external stakeholders (e.g. executives/senior level management, vendors, contracting officers, program owners, etc.). Must have a Contracting Officer's Representative (COR) certification Level 1 or higher. SPECIALIZED EXPERIENCE GRADE 12: You must have at one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes: Experience with contract related assignments that require a range of analytical and evaluative methods and techniques, both qualitative and quantitative, sufficient to accomplish projects or studies involving programs, systems and issues with impact on multiple locations, programs and/or organizations; Experience interpreting and applying procurement and financial laws, policies, regulations, business processes and precedents applicable to contract administration; Experience initiating funding requests for contracts, writing technical documents for the contract (e.g., Statement of Work and Quality Assurance Surveillance Plan), preparing Government Cost Estimates, and other required planning documents; Experience applying project management principles and processes to perform duties to complete, coordinate and integrate project/program objectives and recommendations; Experience communicating effectively both orally and in writing with internal and external stakeholders (e.g. executives/senior level management, vendors, contracting officers, program owners, etc.); Must have a Contracting Officer's Representative (COR) certification Level 2 or higher.
