Rutgers, The State University of New Jersey, is seeking a Manager, Grants & Contracts for
NJMS- Office of Research. Under the direction of the Associate Dean for Research is responsible for the day-to-day financial and administrative operations of assigned projects, grants, agreements, contracts and all other restricted accounts and related functions associated with research and sponsored programs activities at Rutgers, New Jersey Medical School. Ensures that both pre and post-award activities comply with Federal, State, University, and Sponsor requirements. Acts as a liaison with other School and University departments. Extensive experience with pre/post award administration and financial management for both clinical and basic science research, ideally in an academic environment. Strong background in financial management of sponsored programs is essential.
Among the key duties of this position are the following:
- Provides guidance to faculty, administrators, and other staff on proposal development and grant applications including development of project budgets for internal and external research funding support opportunities from Federal, State, Corporate, Foundation, University and other funding agencies.
- Monitors/Reviews research proposals prior to submission to Federal, State, Corporate and other agencies to ensure compliance with University and agency policies and procedures.
- Performs and assists with award receipt, and the monitoring and management of sponsored award spending and revenue generation for research project accounts. Facilitates the process of award setup and assist in the reallocating salary distributions for appropriate personnel.
- Responsible for all critical components of both basic and clinical research grants and contracts (proposal development, application, award budget, expenditures, close-outs)
- Reviews grant award notices and takes appropriate action to assign and setup new fund account.
- Provides support for development of research contracts, in coordination with the Office of Corporate Contracts and regulatory offices.
- Works with Department Finance Officers to oversee restricted fund spending

Qualifications
Minimum Education and Experience |
- Bachelor's Degree in Business Administration, Health Administration or related field plus five (5) years of experience involving research and sponsored programs administration, ideally in an academic environment.

Required Knowledge, Skills, and Abilities |
- Knowledge and expertise of Federal and State agency regulations, policies, procedures and laws applicable to sponsored programs activities.
- Understanding of research grant and contract proposal development and management for both clinical and basic biomedical science research. Including federal and commercial standards and regulations specific to basic and clinical research fund expenditures, federal cost principles, research compliance guidelines, and reporting requirements related to sponsored research awards.
- Demonstrated strong service orientation.
- Knowledge of computer programs, including MS Word, Excel, Access, PowerPoint, and Adobe Acrobat.
- Experience with financial and procurement electronic management systems (such as Banner, Peoplesoft, Oracle, Marketplace).
- Strong financial accounting expertise specific to biomedical research sponsored award fund spending, both non - profit and for profit sources, as well as designated/discretionary spending as it relates to research activities.
