Job Summary: Leads and directs the negotiation and purchase of technical items, materials, and services in support of Cubic manufacturing and other operations. Principal advisor in the development of procurement policies, processes, procedures, and systems. General supervision of all employees in Procurement. Ensures compliance with laws, regulations, government policies, and company policy while meeting company objectives. This position typically works under limited supervision and direction. Incumbents of this position will regularly exercise discretionary and substantial decision-making authority.

Essential Job Duties and Responsibilities:

  • Manages and directs the activities of the Procurement staff, reviewing and approving major subcontract procurements for financial, commercial, technical, administrative, and procedural compliance and ensuring that quality/performance data is documented.
  • Monitors, assists, and directs the more complex areas of subcontract proposal evaluation, negotiation, and administration in accordance with Program Plans.
  • Negotiates with key subcontractors, developing relationships and strategic agreements.
  • Personally administers Procurement involving sensitive political issues.
  • Analyzes total cost of Procurement and ensure that Cubic's resources are invested for the best possible return.
  • Develops/trains/evaluates Procurement staff.
  • Organizes, assigns, manages, and monitors the responsibilities of Procurement staff to provide optimal support of Cubic's requirements including Program Management Plans.
  • In conjunction with the Finance Vice President, develops strategies for major proposals.
  • With input from Procurement staff, writes and updates procedures to reflect Cubic's ISO commitment.
  • Reviews, writes, and edits terms and conditions and flows down requirements from prime contracts in conjunction with Cubic Legal and Contracts.
  • Creates pro-forma agreements, templates, etc for review and approval by the Vice President and use by Procurement.
  • Trains Cubic's regional offices in ISO-compliant utilization of Procurement procedures, processes, and documents.
  • Performs audits/reviews of Subcontract staff and Procurement file documentation.
  • Represents Procurement in interactions with Program Management, Engineering, Business Development, and Cubic Management
  • Assists staff in resolving issues regarding subcontractor supplier performance, including claims, changes, and terminations.
  • Interacts with, confers with, briefs, and makes recommendations to Program Managers, Accounting, Scheduling, Engineering, and other organizations including Cubic Management regarding the development of subcontract requirements, partnerships, strategy, status, and impact of potential subcontract-related activities.
  • Assumes primary responsibility for the selection and retention of Procurement personnel, with the goal of strengthening the department while supporting Cubic employment objectives.
  • Creates budgets for the Procurement organization and ensures performance to them and to program budgets.
  • Supports Company and department mission and goals and implements Cubic's procedures.

Minimum Job Requirements:

  • Four-year college degree, preferably in materials management, business administration, or related field. Or equivalent years of experience in lieu of a degree.
  • Eight (8)+ years of experience in diverse buying activities, including two to four years of supervisory experience.
  • Materials management certificate desirable.
  • Knowledge of proposal evaluation and proven ability to negotiate effectively.
  • Ability to provide workable solutions to a wide variety of subcontractor/customer challenges.
  • Demonstrated leadership ability.
  • Strong written and oral communication skills for interface with all levels of Management, both internally and externally.
  • Continuing education in procurement trends, transit requirements, etc is expected.
  • NAPM courses and CPM are desirable.
  • Must be available for travel both domestic and international.

Cubic Pay Range:

$110,000 - $140,000* + benefits.

*Our compensation reflects the cost of labor across several US geographic markets. The base pay for this position ranges from our lowest geographic market up to our highest geographic market.

The Cubic pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
