Job Title: Program Manager - Transitional Housing

Department: Center for Opportunity, Rehabilitation, and Employment (CORE)

Reports To: Director of CORE

Location: 4849 Bannock St., Denver, CO

Hours: Monday-Friday 8:00am-4:30pm, some evenings and weekends

FLSA Status: Exempt

Salary Range: $55,000 - $70,200 annually

Schedule: Full-Time, 40+ hours per week

MISSION

For 50 years Bayaud Enterprises has been an innovator in the community in reducing hurdles for individuals to engage in the workforce and attain self -reliance. We do this through personalized Employment Services, Social Enterprises (Business Solutions) which provide employment for those needing supported employment, and Individual and Community Services like providing free laundry with the Laundry Truck and support in finding housing and accessing different resource programs through the help of our Navigators. We create Hope, help to find Opportunities, and inspire Choices.

DEPARTMENT

Bayaud Enterprises partners with Federal, State, as well as multiple City, County, and private entities to bring various services to the residents of our state. The services we provide range from disability benefits acquisitions to paid work experience and employment discovery and job search to anyone with a hurdle to employment. Constantly evolving to meet the needs of the people we serve, this department's primary focus is relationship building, stakeholder, and partnership/collaborator outreach. From these efforts we will shape the future of workforce development, career pathway planning, and develop programs to meet established and emerging needs in the field.

SUMMARY

This position is responsible for overseeing one of Bayaud's transitional housing contracts with the City and County of Denver within CORE. The manager provides direct supervision of daily operations, including regular collaboration with several departments within the City & County of Denver, Metro Denver Homeless Initiative (MDHI), One Home, Denver Housing Authority, and fellow community service providers. Responsible for direct daily supervision of personnel funded by the contract; coordinates regular team meetings and provides regularly scheduled individual supervision with staff as appropriate. Stays connected to housing networks, current and potential community partners, and ongoing housing program training and staff development for the program. Responsible for accurate accounting of budget expenditures, data management, and timely reporting to funder.

COMPENSATION & BENEFITS




  • $55,000 - $70,200 annual salary.

RESPONSIBILITES




  • Implementation and development of the transitional housing program operations to ensure program success.





  • Ensures staff are adequately trained in working with individuals experiencing homelessness in a trauma-informed manner.





  • Communicate with and maintain productive working relationships with several departments within the City & County of Denver, Metro Denver Homeless Initiative (MDHI), One Home, Denver Housing Authority, fellow community service providers, and partner property management companies.





  • Hire, train, supervise, and evaluate all program staff in alignment with Bayaud's DEI+B standards.





  • Act as a community liaison for the program, facilitate program changes, or expansion under the direction of the Director.





  • Monitor timely and accurate collection of data across multiple databases.





  • Communicate changes to be made based on budgets, data outcomes, etc., with staff.





  • Effectively manage multiple, competing priorities and assist in other day works programs as needed.





  • Approve all appropriate expenditures, ensuring proper documentation is maintained with signatures required for billing.





  • Ensure accounting processes are followed in a timely manner and all expenditures are reported accurately so invoices are issued to the funder by deadlines. The Director will have final approval of invoices.





  • Ensure and oversee resident meetings, community handbooks, newsletters, focus groups, and other inclusive dialogue with program residents occurs regularly and is up to date.





  • Assist the Directors with proposals, program audits, and reviews as required.





  • Ensures quality of services for housing participants in the areas of navigation services and housing counseling services with respect to their overall financial situation as it relates to home ownership, budgeting, debt reduction, credit re-building and education.





  • Maintain a working knowledge of significant developments and trends in the industry.





  • Ensure confidentiality of client information as required by agency and/or state and federal regulations.





  • Build relationships with landlords, property managers, and other professionals to develop referral sources.





  • Facilitate preparation for audits including meetings, data and information collection and ensuring full preparedness for audits.





  • Fulfill all reporting requirements provisioned under the contract.





  • Remain familiar and current with HUD requirements and counseling program regulations. Communicate changes in requirements or regulations to HSCP and HUD network and ensure compliance.





  • Intervene as needed with clients who are actively navigating personal crisis, displaying escalated behaviors, or who need redirection and/or removal from the program.





  • Assist the Director with special projects as assigned and other tasks deemed necessary to achieve overall goals and operate a successful program.




Qualifications

SKILLS




  • Experience working with HMIS and One Home is preferred.





  • Knowledgeable of the environment and systems through which clients must move to access programs and services. Understanding of the challenges and barriers faced when experiencing poverty, mental and/or physical disabilities and/or other barriers, regarding how trauma can impact the housing and employment process.





  • Strong interpersonal skills, including the ability to establish working relationships with various entities.





  • Excellent communication skills (written and verbal), grammar, and reasoning skills.





  • Exceptional understanding of Microsoft 365 and its various programs.





  • Commitment to working within an integrated services model.





  • Ability to handle confidential and sensitive information without breach.





  • Crisis intervention skills supporting individuals with mental, physical, or other disabilities.





  • Ability to coordinate and prioritize numerous activities, resources, and deadlines.





  • Ability to work successfully in a team environment, leading a team of diverse staff members.





  • Demonstrated ability to meet deadlines, especially with data collection, analysis and reporting.




SUPERVISORY RESPONSIBILITIES

This position will directly supervise housing navigators, SOAR (SSI/SSDI Outreach, Access, and Recovery) navigators, benefits counselors, and potentially employment specialists.

EDUCATION and/or EXPERIENCE

High school diploma/GED with a minimum of 2 years' experience in providing Housing Counseling and/or Housing Navigation AND at least 2 years' experience in a lead, supervisory, or management position.

CERTIFICATES, LICENSES, REGISTRATIONS




  • Valid driver's license with the ability to pass Bayaud's motor vehicle carrier's insurance requirements.





  • Pass background check for working with vulnerable populations.




LANGUAGE SKILLS

Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the public. Bilingual (Spanish) may qualify for an increased salary offer.

MATHEMATICAL SKILLS

Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry. Understanding of basic family budgeting and fair market value.

REASONING ABILITY

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret and variety of instructions furnished in written, oral, diagram, or schedule form.

WORK ENVIRONMENT

The work environment will be a temperature-controlled office environment and in the field meeting with participants in the Colorado weather.

ALTERNATIVE WORK PLAN

This position is not eligible for an "Alternative Work Plan". All duties must be performed in the office or in the community with participants. Special projects will be considered on a case-by-case basis.

TRAVEL

Occasional travel will include Meetings in the community. Pick up/delivery of supplies or items needed for participants. Other travel as needed. Will drive company vehicle for these purposes. If a personal vehicle is used for work travel, this driver will be reimbursed at the federal rate for mileage.
