Job Overview
The Contractor shall provide Supply Chain Manager(s) services to assist PM-TAS in managing the supply chain in support of the development, production, fielding, and sustainment of various artillery and survey systems.
Responsibilities
Essential Duties & Job Functions:
- A key member of a multi-functional Integrated Product Team (IPT) responsible for providing subject matter expertise in the planning, execution, and management of the overall supply chain to ensure timely delivery from the various PM-TAS vendors for current and future acquisition requirements.
- Responsible for the development of procurement packages for future acquisition requirements. These duties shall include development of the Statement of Work (SOW), Independent Government Cost Estimate (IGCE), various procurement forms, and source selection plan.
- The Supply Chain Manager shall be a member of a Government led Source Selection Evaluation Board (SSEB) to evaluate vendor proposals and make recommendations to the Source Selection Authority (SSA), in response to solicitations for future acquisition
- Conduct technical evaluations of a vendor proposal in response to a government solicitation for current and future acquisition requirements.
- Serve as the primary point of contact (POC) managing the cost, schedule, and performance to ensure the vendors are executing the contract in accordance with all requirements laid out in their respective SOW. The Supply Chain Manager shall serve as the lead for the Government team in conducting weekly meetings with the vendors. Duties shall include development of a weekly agenda, meeting execution, and development/distribution of meeting minutes.
- Maintain a line of balance to ensure program schedules/requirements are met and delivery of Government Furnished Material (GFM) is in line with prime contract requirements.
- Evaluate any Engineering Change Proposals (ECPs), production issues, and non-conformances from the vendors with the assistance of the Engineering and Quality Teams. The Supply Chain Manager shall participate in the Government led root cause and corrective action investigation of the production issues/non-conforming material and aid in the development of preventative actions.
- The Supply Chain Manager shall serve as a representative of PM-TAS to coordinate, execute, and document (provide a trip report) site visits, audits, and inspections at vendor
- The Supply Chain Manager shall support analyze vendor production methods and data, evaluate production capabilities and capacities, identify process/manufacturing bottlenecks, support resolution of technical and manufacturing problems, and submit technical data reports reflecting findings and recommendations.
- The Supply Chain Manager shall ensure that oral and written communications are provided to PM-TAS Management Personnel via Weekly Significant Activity Reports (WSAR), support to IPTs, and regular briefings to various management levels.
- The Supply Chain Manager shall attend regular training courses to further professional development in current position as directed by PM-TAS.
Job Requirements
Mandatory:
- US Citizen
- Ability to obtain security clearance preferred
- Minimum of 5 years of supply chain management experience
- Hands on experience with supply chain management software
- Knowledge and experience with the DOD Acquisition process, Government Furnished Equipment (GFE), and Program Management preferred
- Microsoft Office proficiency
- Strong oral and written communication capabilities
- CONUS and OCONUS travel up to 50%
