Position summary

The Manager of Workforce Development is responsible for conceptualizing, planning, developing, and implementing workforce development initiatives aimed at enhancing the skills and capabilities of Cook County Health (CCH) employees and individuals within the community to pursue career pathways within CCH. This position will be responsible for overseeing the strategic direction and daily operations of CCH workforce development programs and ensuring the tenets and direction of all programs align with the vision, mission and strategic plan of CCH. It involves effectively implementing a community workforce development healthcare model for Cook County. This position will strive to maximize community reach and collaboration, while providing career development for staff and ensuring continuity of initiatives for future generations.

TYPICAL DUTIES

Program Development and Implementation



  • * Leads and oversees all aspects of the CCH's workforce development portfolio and programs and evaluates effectiveness to ensure the sustainability of the various initiatives.
  • * Monitors and synthesizes relevant emerging best practices and provides programmatic expertise in the development of new strategies and initiatives.
  • Develops and implements workforce development programs tailored to community needs and aligned with CCH's and Workforce Development's strategic objectives.
  • Collaborates with local educational institutions to create training and certification programs that prepare community members for careers in healthcare.
  • * Oversees the delivery of workforce development services, including job training, career counseling, and job placement.
  • * Provides strategic leadership in building development programs for the incumbents of CCH's entry level jobs to help build their skills and opportunity for their future ability to move up in a career.
  • * Ensures detailed project plans are developed and documented for each community development program.
  • * Oversees and facilitates new intern/extern/fellow/manager orientation and CCH Orientation.
  • * Develops and directs the screening, selection, and placement process for all interns, externs, and fellows.
  • Manages the CCH Mentorship Program.
  • Provides CCH oversight for the Provident Scholarship Fund.


Partnership and Collaboration



  • * Establishes and maintains partnerships with community-based organizations, foundations, educational institutions, and government agencies that may benefit and advance all programming.
  • Coordinates with departments, Human Resources Business Partners, and Talent Acquisition to identify workforce gaps and align workforce development initiatives with CCH's staffing needs.
  • * Serves as a CCH representative at community meetings, workforce development boards or associations, local, state, national collaborative, and other relevant forums.



Data Analysis and Reporting



  • * Conducts needs assessments to identify gaps in the local workforce and develop strategies to address them
  • * Tracks and analyzes program outcomes, including employment rates, participant satisfaction, and community impact.
  • * Quantitatively and qualitatively assess CCH's workforce programs effectiveness and impact to ensure the sustainability of the various initiatives.
  • * Prepares and presents reports to Leadership and stakeholders.



Funding and Resource Management



  • * Positions CCH to engage more robustly in workforce efforts locally and across the country to attract new funding sources to support the expansion of programming.
  • * Works closely with the Equity and Inclusion team to identify funding opportunities to grow and sustain CCH workforce development portfolio.
  • Identifies and pursues funding opportunities to support workforce development initiatives through grants or other community funding sources.
  • Applies to the grants and/or funding bodies.
  • Manages budgets and resources allocated to workforce development programs.
  • Ensures compliance with all funding requirements and organizational policies.
  • Reports on Key Performance Indicators and other required metrics both internally and externally to CCH.
  • * Accounts for all contract management for any affiliated vendors.



Community Engagement and Outreach



  • * Develops and executes outreach strategies to promote workforce development programs within the community.
  • * Organizes community events, workshops, and job fairs to connect individuals with employment and training opportunities
  • * Provides guidance and support to program participants, helping them navigate career pathways and access necessary resources.



Workforce Development Team Management



  • * Participates in the interview, hiring, and performance evaluation of staff.
  • * Provides leadership, guidance and support to team members to better support capacity building, operational oversight, and their ability to identify and respond to emerging issues, while measuring performance.
  • * Coordinates the Workforce Development program schedule.
  • * Oversees and manages Workforce Development intranet pages; updating and advertising program initiatives and soliciting internal support.
  • * Performs other duties as assigned.


MINIMUM REQUIREMENTS




  • * Bachelor's Degree or higher from an accredited college or university (official transcripts needed at time of interview)
  • * Five (5) years of workforce development, professional program coordination, career counseling, community relations experience, and/or capacity building/coaching
  • * Two (2) years of fulltime supervisory and/or management work experience
  • * One (1) year of program management experience
  • * Intermediate proficiency using Microsoft Office (Word, Excel, PowerPoint) (testing will be required)



Preferred Qualifications



  • * Master's degree in Public Administration, Human Services, Human Resources, Human Services Administration or a related area of study
  • * Seven (7) years of experience in supervisory and/or management
  • * Seven (7) years of experience in workforce development, professional program coordination, career counseling, community relations experience, and/or capacity building/coaching
  • * Experience grant writing and procuring funding sources
  • * Prior experience working with a unionized workforce



Knowledge, Skills, Abilities and Other Characteristics



  • * Knowledge and demonstrated experience managing grants and budgets
  • * Knowledge and understanding of public health and health industry workforce needs
  • * Excellent verbal and written communications skills necessary to communicate with all levels of staff and a patient population composed of diverse cultures and age groups
  • * Excellent program/project development, management and leadership skills
  • * Demonstrate analytical and organizational, problem-solving, decision-making, critical thinking, and conflict management/resolution skills
  • * Attention to detail
  • * Ability to meet firm deadlines
  • * Ability to function autonomously and as a team member in a multidisciplinary team
  • * Ability to build and maintain partnerships and relationships with internal and external stakeholders
