Primary Purpose of Organizational Unit
The Associate Vice Chancellor ( AVC) for Campus Safety and Risk Management provides institutional oversight for the campus safety and risk management functions of the University, which includes the University Police Department; Environment, Health, and Safety ( EHS); Emergency Management and Planning; the Protection of Minors Program; and the Threat Assessment and Management Program.
Position Summary
The Behavioral Threat Assessment Analyst is a critical position within the University's multidisciplinary behavioral threat assessment team ( BTAT). The BTAT is responsible for developing policies and procedures for the prevention of violence at UNC-Chapel Hill, including assessment of and intervention with individuals whose behavior poses a threat to the safety of the University. The BTAT is the body responsible for executing and operationalizing those policies and procedures. The BTAT includes members from University Police, OHR Employee and Management Relations, Student Affairs, Equal Opportunity and Compliance ( EOC)/Title IX, Counseling and Psychological Services ( CAPS), the Office of University Counsel ( OUC), and others. This Analyst is trained in violence prevention and will be responsible for collecting and analyzing open-source behavioral background information related to persons of concern who may pose a threat to the University. The Analyst conducts research of a person of concern's publicly available digital footprint (such as social media) and, through access to law enforcement databases, can assemble a comprehensive background check that would be shared with the threat assessment team to help assess risk and level of concern. The position also brings knowledge and experience of connecting critical information to help the team conduct a holistic assessment of the person of concern to help determine if the person poses a threat. This Analyst will also be a subject matter expert in various crime/violence prevention topics and will provide information during critical incidents and high-profile events and training. As such, this position can also provide support services for other Campus Safety and Risk Management groups such as Emergency Management and Planning (EM&P) and the University Police Department ( UPD). Primary duties include:

Collecting collateral information from open-source material and confidential sources as allowed by law.
Consulting in active threat assessment investigations by gathering and evaluating information from various sources.
Participating in developing mitigation recommendations for persons of concern.
Coordinating activities with other critical members of the BTAT including University Police, Student Affairs, Title IX, CAPS, Employee and Management Relations, and Campus Safety and Risk Management.
Tracking escalations and de-escalation via the target, collateral contacts, and the person of concern.
Analyzing data using specialized software and utilization of web intelligence platforms.
Documenting all BTAT case activities.
Creating professional products to support the BTAT, identifying risk and protective factors associated with an increased risk of targeted violence and deploying analytical tradecraft techniques to make judgments on proximal and distal warning behaviors from a vast array of data and sources pertaining to a behavioral threat assessment.
Sharing information and knowledge by recognizing, valuing, building, and leveraging diverse and collaborative networks with law enforcement agencies, behavioral health and mental health professionals, and advocacy groups.
Supporting other Campus Safety Units and efforts by collecting, analyzing, and disseminating information pertaining to potential threats to the campus community. This position reports to the Associate Director of Threat Assessment and Management.
Minimum Education and Experience Requirements
Bachelor's degree and one year of experience related to the area of assignment; or equivalent combination of training and experience. All degrees must be received from appropriately accredited institutions.
Required Qualifications, Competencies, and Experience
Demonstrated experience conducting analyses and producing analytic reports/briefings/products. The ability to establish and maintain favorable working relationships with others. Professional training in intelligence analysis (certifications or courses) through DHS/ FBI/ IALEIA/NW3C, etc. Ability to work independently and use sound judgment in making decisions.
Preferred Qualifications, Competencies, and Experience
One year of experience related to the area of assignment; or equivalent combination of training and experience. Knowledge of criminal justice and law enforcement procedure, terminology, and policies and practices. Professional training or experience in behavioral analysis and/or targeted violence prevention. Experience in Digital Threat Assessment. Ability to work effectively and collaboratively as part of a cohesive multidisciplinary team-oriented environment. Experience working with Microsoft Office, Google Suite and SPSS. Strong oral and written communication skills. Data and records management skills.

Special Physical/Mental Requirements
This is primarily a sedentary job involving extensive use of a computer and phone. The job does occasionally require travel to attend meetings and trainings.
Campus Security Authority Responsibilities
This position is designated as a Campus Security Authority in accordance with the Clery Act. This position will be required to report Clery crimes to the Clery Compliance Manager and complete annual training about reporting responsibilities.
