Job Summary

The Contract Specialist is responsible for ensuring contract requirements are met by assisting the Senior Contract Specialist in planning, administering, and controlling the budgets for various projects. Provide effective customer service and achieve customer satisfaction by delivering services in a professional, courteous, and timely manner for our National Geospatial-Intelligence Agency (NGA) West Base Operations Support Contract.

Primary Duties

  • Assist and coordinate service types and construction subcontracts to provide quality assurance.

  • Manage data information to monitor and uphold work performance and schedules for service contracts.

  • Monitor day-to-day progress and administration of the NGA West contract. Maintain open communication with the customer to ensure contract needs are met.

  • Ensure technical requirements have been fulfilled in accordance with the contract terms and conditions.

  • Assist to manage CMMS work requests for all reimbursable service and construction subcontracts.

Additional Responsibilities

  • Develop action plans for work performance requirements.

  • Prepare necessary solicitation documents.

  • Plan, administer, and control budgets for the contract, subcontractors, equipment, and supplies.

  • Create and issue purchase orders and process payments for completed projects.

  • Lead the acquisition and procurement of Base Operation Support material purchasing. Material types include grounds, safety, fitness equipment, Mechanical, Electrical, and Plumbing (MEP) materials, warehouse and office needs, and others. Acquisition and procurement actions include coordination with requiring party, solicitation efforts, bid analysis, customer proposal efforts, and close out functions.

  • Locate vendors of materials, equipment or supplies, and determine product availability and terms of sales.

  • Prepare and process requisitions and purchase orders for supplies and equipment.

  • Develop and implement purchasing instructions, policies, and procedures.

  • Enter data and create Work Requests for materials within CMMS.

  • Perform other related duties as assigned.

Qualifications: Education, Experience, and Certification(s)

  • 2 years of direct experience required.

  • High school diploma or state certified equivalent required.

  • Ability to obtain and maintain a Top Secret/SCI government security clearance with polygraph is required.

  • Bachelor's Degree preferred.

  • Excellent customer service skills, verbal and written skills and ability to accept and follow directions.

  • Basic typing skills; Working knowledge of Microsoft Office (Word, Excel, Outlook).

  • Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals.

  • Ability to define problems and provide solutions.

  • Ability to multi-task, organize, prioritize, and meet deadlines on a daily basis.

  • Maintain a high level of performance with limited supervision.

Supervision Received

The incumbent normally receives little instruction on day-to-day work and receives general instructions on new assignments.
