Cape Fox subsidiary Kwaan Tech is accepting resumes for a Human Resource Office (HR) Program Specialist to support the Bureau of Western Hemisphere Affairs (WHA) Human Resource Office. The location will be in Washington, DC with remote approval. Note: This position is contingent upon contract award.

Required:



  • Active Secret Security Clearance
  • Two years of college


Duties:



  • Assist WHA Family Member Employment Coordinators (FMEC) by providing guidance to recruitment specialists at Posts (domestically and overseas), help ensure that requests are properly filled out with the correct information, maintaining Standard Operating Procedures (SOPs) and cable templates, and a library of Frequently Asked Questions (FAQs).
  • Assist with managing the WHA awards inbox by ordering of certificates and answering emails based on Foreign Affairs Manual (FAM), Bureau of Global Talent Management (GTM), and WHA guidance.
  • Assist with WHA Student, Fellowship, and Intern Programs including Pickering and Rangel Fellowship, Pathways Internship, Recent Graduates Program, and the U.S Department of State Paid Internship Program.
  • Assist with managing the WHA Reemployed Annuitant (REA) program by providing program information to prospective REAs, assembling and submitting to GTM/TS packets of required documents for new applicants as well as for annual extensions, coordinating assignments with domestic offices and EX/FRC, developing position descriptions, and maintaining files and trackers for the program.
  • Proficient in qualitative and quantitative research methods.
  • Review and maintain the bureau award spreadsheet.
  • Communicate with posts, managers, and other bureau award coordinators regarding various processes.
  • Assist with generating personnel reports or trackers.
  • Coordinate Atlas tasks for the Executive Director/Human Resources (EX/HR) Section including initiating check-in and check-out for arriving and departing staff.
  • Ability to work independently to assess priorities and manage daily coordination of details with minimal supervision.
  • Strong human resources or human capital management background.
  • Proven ability to approach and interact with people of all backgrounds and the ability to work collaboratively with Staff at all levels.
