The Joint, Office of the Secretary of Defense, Interagency Division provides expert support services to a range of customers spanning across the Department of Defense, Federal Civilian, and international markets. JOID provides a diverse portfolio of analytical and programmatic capabilities to help our customers make informed decisions on their most challenging issues.

The Acquisition and Technology Analysis Group within JOID specializes in the application of multi-disciplinary analytic skills to support multiple clients within the Department of Defense (DoD). These clients include the Office of the Under Secretary of Defense for Research and Engineering (OUSD(R&E)), Office of the Under Secretary of Defense for Acquisition and Sustainment (OUSD(A&S)), DARPA, the Joint Staff, and USINDOPACOM.

SPA provides the Defense Advanced Research Projects Agency (DARPA) technical expertise for decision support to ensure technical overmatch for the U.S. Armed Forces against any potential adversaries. Our team of experienced military, technical, and operations research analysts is skilled exploring cutting-edge technology and helping government program managers evaluate, select, and manage research programs to transition promising technologies and ensure U.S. military forces retain technological superiority in the future. DARPA reaches for transformational change instead of incremental advances--but it does not perform its engineering alchemy in isolation. It works within an innovation ecosystem that includes academic, corporate, interagency, and international governmental partners with a constant focus on the Nation's military Services, which work with DARPA to create new strategic opportunities and novel tactical options. DARPA pursues international engagement and strategies consistent with DoD policies and authorities, but more so the DARPA mission. In addition to interoperability and increasing partnerships, DARPA's International Cooperation function is the primary lead and interface in support all DARPA staff in pursuing collaborative projects at rapid speed.

We have an immediate need for an International Cooperation Knowledge Manager to provide onsite support out of DARPA HQ in Arlington, VA.



Responsibilities

The individual will directly support the Chief, International Cooperation, in executive duties to include, but not limited to: calendar management, coordination and preparation of high visible preparatory materials of all international visits and outreach initiatives; reviewing and staffing of international armaments (IA) agreements via key Department stakeholders (includes a Summary Statement of Intent (SSOI), the draft IA, senior leader memorandum requests, security guides, et al.); development and distribution of agency-specific reports and communications to include weekly Broad Agency Announcement (BAA), Outreach/DARPA Activities Emails to a global community, management of foreign visit requests, weekly event tracking and distribution of information as directed; Weekly, Monthly, and Quarterly Activity Reports; monitoring, analyzing, and reporting local and regional international developments, public policy issues and trends, and impact on strategy; leading support for internal outreach for new staff, including development of specific briefs, scheduling introductory meetings, and monthly outreach notices to new technical staff; and supporting the development of detailed briefings, read-ahead, and additional materials for senior leader engagements both CONUS and OCONUS with international equities.



Qualifications

Required:

    Bachelor's degee
  • 2+ years of experience supporting international agreements or entities
  • Active Secret clearance
  • Knowledge of relevant international armaments cooperation (IAC) with ability to work in a global environment
  • Flexibility to work in an extremely fast-paced environment to specifically support the delivery of critical products internal and external to DARPA
  • Ability to develop strategies to increase S&T and R&D understanding within partner and allied nations as well as T&E opportunities
  • Significant experience with Microsoft Suite
  • Excellent verbal and written communication skills, and able to professionally and courteously interact with senior and junior U.S. and foreign military and government civilian personnel
