The San Bernardino County Transportation Authority (SBCTA) and San Bernardino Council of Governments (SBCOG) are led by a Board of Directors made up of elected officials from each of the 24 cities and towns and the five county supervisorial districts. Within SBCTA, staff is focused primarily on freeway, interchange, arterial, transit, and bicycle/pedestrian enhancements to the transportation network that benefit the taxpayers of San Bernardino County. Within SBCOG, staff focus on a broad range of issues to include sustainability, energy conservation, housing, equity, and quality-of-life improvements to benefit the county’s residents, visitors, businesses, and commuters.
ABOUT THE JOB Under the direction of the SBCOG/SBCTA Chief of Air Quality and Mobility Programs, the Energy Project Manager plans, organizes, and performs a variety of monitoring, evaluation, and reporting activities in support of the Inland Regional Energy Network (I-REN). This includes development of energy programs and outreach as well as working with stakeholders such as contractors and partner agencies to encourage, coordinate, and monitor implementation of those energy-related programs. This position will also oversee and coordinate the activities of specific energy-focused projects and initiatives, oversee the management and implementation of contracts and grants, and identify emerging trends, potential challenges, and new opportunities for SBCOG. The Energy Management Analyst II will support the activities of the Energy Project Manager.
The Energy Project Manager will have primary responsibility for implementing the I-REN Program in San Bernardino County. In doing so, the incumbent will work closely with our I-REN partners: the Western Riverside Council of Governments (WRCOG) and Coachella Valley Association of Governments (CVAG). This position will perform a variety of advanced professional, technical, analytical, and administrative duties in providing highly responsible staff assistance for the I-REN Program and carrying out related work as required. The position requires significant interface with regulatory agencies, independent utility operators, jurisdictional staff, and community stakeholders. The work assignments are broad in scope and are performed with considerable independence. The incumbent is responsible for identification, implementation, and the success of a continuous improvement and increased productivity in energy programs within the SBCTA/SBCOG Planning and Regional Programs Department.
The I-REN Business Plan is accessible on the SBCTA/SBCOG website at: Inland Regional Energy Network (I-REN) - SBCTA (gosbcta.com), and provides substantial information on the structure and scope of the I-REN Program. It should be noted that funding from the California Public Utilities Commission (CPUC) exists for the I-REN Program through year 2027, with revenue derived from the CPUC’s Public Purpose Surcharge on utility bills. While there is a probability that the I-REN Program can be funded after 2027, SBCTA/SBCOG continuation of I-REN will be contingent on a successful application for CPUC funding support subsequent to 2027, on which this position is dependent. Supervision Received and Exercised Receives general direction from the Chief of Air Quality and Mobility Programs. Exercises direct supervision over professional, technical, and administrative support staff. Class Characteristics This classification is responsible for planning, organizing, managing, and evaluating the projects and activities of energy efficiency programs. Incumbents are responsible for performing diverse, specialized, and complex work involving significant accountability and decision-making responsibilities in overseeing day-to-day operations. Employees serve as a specialist, liaison, and advocate for assigned programs, with regular contact and interactions with SBCTA senior and executive management, local and regional agencies, and/or regulatory and governmental agencies. Management reserves the right to add, modify, change, or rescind the work assignments of different positions and to make reasonable accommodations so that qualified employees can perform the essential functions of the job. - Assumes management responsibility for REN energy efficiency incentive programs portfolio and public sector program approved by the California Public Utilities Commission (CPUC), including data collection, analysis, and reporting, evaluation of energy efficiency in buildings and infrastructure, benchmarking, and participation in utility programs.
- Participates in the development and implementation of goals, objectives, policies, and priorities for assigned programs; recommends within department policy, appropriate service, and staffing levels; recommends and administers policies and procedures.
- Develops and standardizes procedures and methods to improve and continuously monitor the efficiency and effectiveness of assigned programs, service delivery methods, and procedures; assesses and monitors workload, administrative, and support systems, and internal reporting relationships; identifies opportunities and makes recommendations for improvement.
- Selects, trains, motivates, and evaluates assigned personnel; works with employees to correct deficiencies; recommends discipline.
- Develops, administers, and oversees assigned budgets; determines funding needed for staffing, equipment, materials, and supplies; ensures compliance with budgeted funding.
- Develops and issues requests for proposals for professional and/or contracted services; prepares scope of work, timeline, and budget; coordinates vendor/contractor selection including facilitating evaluation committee meetings and preparing evaluation materials; evaluates proposals and recommends award; drafts contracts; reviews and approves invoices.
- Plans, organizes, and administers education and engagement programs and strategies, such as Workforce Education and Training (WE&T) outreach for contractors, government employees, and businesses, workshops, showcases to recognize leadership in sustainability, and energy efficiency, building, and code enforcement events; makes presentations to various audiences to advise and provide updates on energy programs and issues in the region.
- Designs, develops, and updates outreach and communication materials, content, websites, and social media; creates presentations on new programs, policies, and sustainability efforts; maintains mailing lists.
- Coordinates, schedules, and facilitates energy program committee meetings and CPUC program sector round table meetings including preparing agendas and presenting reports and summaries.
- Coordinates work of consultant teams and regional stakeholders in the development and submission of the I-REN Implementation Plan to the CPUC.
- Directs the organization and maintenance of accurate and detailed databases, spreadsheets, files, and records; verifies accuracy of information and ensures compliance with established records retention policies, procedures, and schedules.
- Attends, participates, and represents SBCTA at interdepartmental, interagency, and professional meetings; presents to various committees, community-based organizations, and boards; monitors legal, regulatory, technology, and societal changes, and court decisions and stays abreast of new trends and innovations in energy and sustainability programs.
- Performs other duties as assigned.

Education and Experience: Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be: Equivalent to graduation from an accredited four-year college or university with major coursework in environmental sciences, engineering, business or public administration, or a closely related field and five (5) years of increasingly responsible experience in environmental, waste reduction, or sustainability program development and/or project management. Licenses and Certifications:
- Possession of, or ability to obtain, a valid California Driver’s License and proof of automobile liability insurance by time of appointment.

SUPPLEMENTAL INFORMATION
PHYSICAL DEMANDS Must possess mobility to work in a standard office setting and use standard office equipment, including a computer, and to operate a motor vehicle and visit various SBCTA sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone. This is primarily a sedentary office classification although standing in work areas and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects up to 25 pounds. ENVIRONMENTAL CONDITIONS Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing policies and procedures.
