STV is seeking a Construction Inspector in our Austin, TX field location that will oversee a range of construction projects including but not limited to, roadways, bridges, traffic signals, airports, and related structures.

Requirements:

  • Under supervision, coordinates and performs observation of public works, street, highway, bridge, building components, infrastructure, and tract right of way on construction projects according to the specific areas of expertise of the inspector; performs related duties as required. Conducts on-site observations of construction installations, including but not limited to materials, grade elevations, underground facilities, construction safety precautions, minor concrete structures, street light installations, traffic signal installations, traffic control devices, and erosion and siltation control installations to determine compliance with contract plans and specifications, and with city, state, and other governmental regulations. Reviews construction plans, specifications, encroachment permits, and other plans affecting assigned projects.
  • Participates in meetings to discuss construction details and resolves issues with contractors and other project stakeholders.
  • May make field measurements.
  • May ensure conformance with applicable safety standards and regulations.
  • Assists in coordinating materials testing.
  • May perform material tests at job sites and manufacturing process inspections at fabrication sites. Identifies on-site project problems.
  • Observes reports and alerts appropriate members of project team on non-conformance issues. Monitors the correction of project deficiencies.
  • Identifies and recommends approval of necessary contract and/or plan adjustments to accommodate field conditions.
  • Maintains daily diary and field records of material and quantities used. Calculates and recommends formal approval of appropriate progress payments to contractors for work completed. Investigates citizen complaints related to encroachment and/or grading violations.
  • Work may require contact with other governmental agencies and private entities to include contractors.

Essential Duties:

  • Reviews construction records, inspection reports and records audits to ensure contractors build roadways, bridges, and related structures in accordance with plans and specifications.
  • Calculates payments due contractors for work completed.
  • Consults with Project Engineers, resident project representatives and contractors' superintendents on work progress and construction problems; reviews equipment utilization data and time/cost estimates.
  • Monitors project phasing and traffic control plans and ensures compliance with approved safety standards, inspects barricades as required moves traffic control devices and barricades.
  • Observes and inspects ongoing construction work.
  • Adhere to safety policies, procedures, and practices in accordance with STV and city, state, or governmental safety standards.
  • Performs other job responsibilities as assigned.
  • Normally receives detailed instructions on all work.
  • Drives company vehicle to and from construction site to perform duties.
  • Coordinates construction record-keeping activities; recommends payments to contractors; recommends change orders, extra work orders/supplemental agreements; reviews proposed change orders submitted by consultants; prepares reports.
  • Ensures prompt notification and/or repair of any deterioration or damage that could be hazardous to the traveling public and/or more costly to repair if neglected.
  • Mentors and develops technical employees in test and inspection procedures and material specifications.
  • Handles problem calls from producers, suppliers, inspectors, and construction project field personnel.

Minimum Qualifications:

  • Education:High School Grad or Equivalent in general high school studies.

Experience:

  • 5 years in construction, maintenance and repairs, construction inspection, engineering support, materials, or process inspection; or related experience.

Licenses and Certifications:

  • Valid driver's license. This position requires driving a company vehicle.
  • Required to obtain material testing and inspection certifications.

Competencies:

  • Applicable industry safety standards, guidelines, and specification codes.
  • The Texas Manual on Uniform Traffic Control Devices.
  • Applicable governmental laws, rules, and regulations specific to area of responsibility for safeguarding information and information technology related systems.
  • Applying engineering principles, practices, and methods in job responsibilities.
  • Public relations for maintaining effective working relationships with individuals and groups, both internal and external.
  • Reading and interpreting applicable plans, schematics, blueprints, and maps.
  • Performing calculations using algebra, trigonometry, and geometry.
  • Interpreting applicable information.
  • Using computers, tablets, and applicable programs, applications, and systems.
  • Maintaining a safe working environment.
  • Training in a classroom, office, or field environment.
  • Ability to communicate effectively.
  • Trains and mentors less experienced inspectors on work methods.

Physical Requirements and Working Conditions:

  • Subject to extreme cold and heat; below 32 and/or above 100 degrees.
  • Subject to hazards-moving vehicles/mechanical parts, high places/heat, or chemicals.
  • Medium work: Lift up to 50 lbs. at a time and frequently lift or carry objects up to 25 lbs.
  • Balancing, walking, standing, and bending on various surfaces without falling.
  • Standing-prolonged periods of time.

Conditions of Employment:

  • Required to work weekends and holidays.
  • Required to work hours other than 8am to 5pm.
  • Required to work under exposure to inclement weather conditions.
  • Required to wear personal protective equipment provided by employer and comply with all safety requirements.
  • Required to work in the field or job site location.
  • Must attend work regularly and observe approved work hours.
  • Employee may be contacted during off-duty hours to see if he or she can report to work within 1 hour for emergency situations, such as inclement weather events.

Compensation Range:

$63,147.00 - $84,196.00
